नई दिल्ली। संसद के विशेष सत्र के तीसरे दिन बुधवार को लोकसभा में महिला आरक्षण बिल (नारी शक्ति वंदन विधेयक) पास हो गया। पर्ची से हुई वोटिंग में बिल के समर्थन में 454 और विरोध में 2 वोट डले। अब कल (गुरुवार को) यह बिल राज्यसभा में पेश होगा। वहां से पास होने के बाद राष्ट्रपति की स्वीकृति के लिए जाएगा। राष्ट्रपति की स्वीकृति मिलने के बाद यह कानून बन जाएगा।
बिल पर चर्चा में 60 सांसदों ने अपने विचार रखे। राहुल गांधी ने कहा- OBC आरक्षण के बिना यह बिल अधूरा है, जबकि अमित शाह ने कहा- यह आरक्षण सामान्य, एससी और एसटी में समान रूप से लागू होगा। चुनाव के बाद तुरंत ही जनगणना और डिलिमिटेशन होगा और महिलाएं की भागीदारी जल्द ही सदन में बढ़ेगी। विरोध करने से रिजर्वेशन जल्दी नहीं आएगा।
राहुल गांधी ने कहा- देश को चलाने वाले 90 में से सिर्फ 3 सेक्रेटरी ही OBC हैं, इसके जवाब में शाह ने राहुल नाम लिए बिना कहा कि देश को सरकार चलाती है, सचिव नहीं। कोई एनजीओ चिट बनाकर दे देता है तो बोल देते हैं।
कुल भाजपा सांसदों में 85 ओबीसी से हैं। कुल भाजपा विधायकों में 27% ओबीसी से हैं। कुल भाजपा MLC में 40% एमएलसी हैं। कानून मंत्री अर्जुनराम मेघवाल ने कहा कि मैं राजनीति में आने से पहले आईएएस था। 1992 बैच का अफसर सेक्रेटरी बनेगा। उस समय किसकी सरकार थी। ये (राहुल गांधी) अपनी ही सरकार को कोस रहे हैं।
शाह के बोलते ही हंगामा हुआ तो कहा- डरो मत
पर डिबेट का जवाब देने अमित शाह आए। उन्होंने कहा- संविधान के संशोधित करने वाले 128वें संशोधन पर बात करने के लिए मैं यहां खड़ा हूं। ये कहते ही विपक्ष का हंगामा शुरू कर दिया। इस पर शाह मुस्कुराते हुए राहुल गांधी की तरह बोले- डरो मत।
शाह ने कहा- महिला आरक्षण बिल युग बदलने वाला विधेयक है। कल का दिन भारतीय संसद के इतिहास में स्वर्ण अक्षरों से लिखा जाएगा। कल नए सदन का पहली बार श्री गणेश हुआ, कल गणेश चतुर्थी थी और पहली बार कई सालों से लंबित पड़े बिल को पास किया गया। देश में एससी-एसटी के लिए जितनी सीटें आरक्षित हैं, उनमें से भी 33 प्रतिशत महिलाओं के लिए आरक्षित हो जाएंगी।
कुछ लोगों के लिए महिला सशक्तीकरण चुनाव जीतने का मुद्दा हो सकता है, लेकिन मेरी पार्टी और मेरे नेता मोदी के लिए यह मुद्दा राजनीति नहीं, बल्कि मान्यता का मुद्दा है। मोदी ने ही भाजपा में महिलाओं को पार्टी पदों पर 33 प्रतिशत आरक्षण दिलाया।
PM मोदी को देश की जनता ने CM के बाद प्रधानमंत्री बनाया। 30 साल बाद उनके नेतृत्व में पूर्ण बहुमत की भाजपा की सरकार बनाई। उस समय फिर जाहिर सी बात है कि PM मोदी ने CM के पद से इस्तीफा दिया। उस समय मोदी के एकाउंट में जितना भी पैसा था, उन्होंने वर्ग 3 के कर्मचारियों और बेटियों के खाते में अपना पैसा भेज दिया था।
आज दुनियाभर में विमान उड़ाने वाली महिलाओं की संख्या 5% है। भारत की इन महिलाओं की संख्या 15% है। यही महिला सशक्तीकरण है।
शाह बोले- पहली बार ये संविधान संशोधन नहीं आया। देवेगौड़ा जी से लेकर मनमोहन जी तक चार बार प्रयास हुए। क्या मंशा अधूरी थी? सबसे पहले इस पर प्रधानमंत्री एचडी देवेगौड़ा के समय 12 सितंबर 1996 में संविधान संशोधन आया। कांग्रेस इस समय विपक्ष में थी। विधेयक को सदन में रखने के बाद गीता मुखर्जी की अध्यक्षता में समिति को दे दिया गया, लेकिन विधेयक सदन तक पहुंच ही नहीं पाया।
जब 11वी लोकसभा आई तो विधेयक लैप्स हो गया। इसके बाद 12वीं लोकसभा अटल बिहारी वाजपेयी के समय बिल आया, लेकिन ये विलोपित हो गया। 13वीं लोकसभा में अटल जी के समय फिर बिल आया, लेकिन अनुच्छेद 107 के तहत बिल विलोपित हो गया।
इसके बाद मनमोहन सिंह बिल लेकर आए, लेकिन बिल विलोपित हो गया। शाह ने कहा कि कोई पुराना बिल जीवित नहीं है। लोकसभा जब विघटित हो जाती है तो लंबित विधेयक विलोपित हो जाते हैं।

ओम बिड़ला ने इस दौरान उन्हें टोकते हुए कहा- मैं राहुल गांधी से अपील करता हूं कि सदन में सभी सदस्य बराबर हैं। इसलिए उन्हें ‘डरो मत डरो मत नहीं कहें।
महुआ बोलीं- मुस्लिम महिलाओं को भी फायदा मिले; स्मृति ने कहा- धर्म के आधार पर रिजर्वेशन नहीं
सबसे पहले कानून मंत्री अर्जुनराम मेघवाल ने सदन को बिल के बारे में बताया। उनके बाद कांग्रेस की ओर से सोनिया गांधी ने 10 मिनट तक अपनी बात कही। चर्चा के दौरान TMC सांसद महुआ मोइत्रा ने मुस्लिम महिलाओं को भी आरक्षण देने की मांग की। केंद्रीय मंत्री स्मृति ईरानी ने महुआ मोइत्रा का नाम लिए बगैर कहा- मुस्लिम आरक्षण मांगने वालों को मैं बताना चाहती हूं कि संविधान में धर्म के आधार पर आरक्षण वर्जित है। जिस प्रकार से विपक्ष भ्रमित करने का प्रयास कर रहा है, उसमें ना फंसें।
सोनिया बोलीं- तुरंत अमल में लाएं, सपा-एनसीपी की ओबीसी महिलाओं को भी आरक्षण की मांग सोनिया ने कहा, ‘कांग्रेस की मांग है कि बिल को फौरन अमल में लाया जाए। सरकार को इसे परिसीमन तक नहीं रोकना चाहिए। इससे पहले जातिगत जनगणना कराकर इस बिल में SC-ST और OBC महिलाओं के लिए आरक्षण की व्यवस्था की जाए।’
NCP सांसद सुप्रिया सुले और SP सांसद डिंपल यादव ने भी बिल में OBC महिलाओं को आरक्षण देने की मांग की। सुप्रिया ने कहा कि सरकार बड़ा दिल करके बिल में SC, ST और OBC महिलाओं के लिए आरक्षण की व्यवस्था करे। वहीं, SP सांसद डिंपल यादव ने कहा कि बिल में OBC और अल्पसंख्यक महिलाओं को भी आरक्षण दिया जाना चाहिए।
सोनिया बोलीं- महिला आरक्षण का बिल सबसे पहले राजीव लाए
सोनिया ने कहा, ‘स्थानीय निकायों में महिलाओं को आरक्षण देने वाला कानून सबसे पहले मेरे पति राजीव गांधी लाए थे, जो राज्यसभा में 7 वोटों से गिर गया था। बाद में पीवी नरसिम्हा राव की सरकार ने उसे पास करवाया। इसी का नतीजा है कि देशभर के स्थानीय निकायों में 15 लाख चुनी हुई महिला नेता हैं। राजीव का सपना अभी आधा ही पूरा हुआ है, यह बिल पास होने से सपना पूरा हो जाएगा।
इस पर भाजपा सांसद निशिकांत दुबे ने कहा कि ये सिर्फ PM मोदी का बिल है, जिसने गोल किया, नाम उसी का होता है। हमारे प्रधानमंत्री और हमारी पार्टी ये बिल लेकर आई है तो इनके पेट में दर्द हो रहा है।

TMC सांसद काकोली घोष ने कहा, ‘देश में सिर्फ पश्चिम बंगाल में महिला CM है, भाजपा की 16 राज्यों में सरकार है, लेकिन एक भी राज्य में महिला CM नहीं है। देश के लिए मेडल जीतने वाली महिलाओं का सेक्सुअल हैरेसमेंट किया गया। आरोपी बृजभूषण सिंह आज संसद में बैठे हैं। भाजपा उनके खिलाफ कोई एक्शन क्यों नहीं लेती।’
