संसद के विशेष सत्र 18 से: 4 बिल आएंगे: इनमें चुनाव आयुक्त की नियुक्ति का विधेयक भी, PM नई संसद पर 17 सितंबर को तिरंगा फहराएंगे

नई दिल्ली। केंद्र सरकार ने 18 से 22 सितंबर के लिए संसद का विशेष सत्र बुलाया है। इस दौरान संसद में चार बिल पेश किए जाएंगे। राज्यसभा की ओर से 13 सितंबर को जारी संसदीय बुलेटिन में इसकी जानकारी दी गई।

सत्र के पहले दिन यानी 18 सितंबर को राज्यसभा में 75 सालों की संसदीय यात्रा, उपलब्धियां, अनुभव, यादों और सीख पर चर्चा होगी। उधर, 17 सितंबर को PM नए संसद भवन पर राष्ट्रीय ध्वज फहराएंगे। इसी दिन मोदी का जन्मदिन और विश्वकर्मा जयंती है।

नए भवन में कामकाज अभी शुरू होना है। सूत्रों के अनुसार, ध्वजारोहण के बाद ही संसद में कामकाज शुरू हो सकेगा, क्योंकि देश के फ्लैग कोड के अनुसार किसी भी सरकारी इमारत को राष्ट्रीय ध्वज फहराने के बाद ही ये दर्जा मिल पाता है।

चुनाव आयुक्त की नियुक्ति से जुड़ा बिल पेश होगा
विशेष सत्र में राज्यसभा में पोस्ट ऑफिस बिल 2023 और मुख्य चुनाव आयुक्त और अन्य चुनाव आयुक्त की नियुक्ति से जुड़े बिल पेश किए जाएंगे। ये दोनों बिल राज्यसभा में पेश होने के बाद लोकसभा में रखे जाएंगे।

इसके अलावा लोकसभा में एडवोकेट्स अमेंडमेंट बिल 2023 और प्रेस एवं रजिस्ट्रेशन ऑफ पीरियॉडिकल्स बिल 2023 पेश किए जाएंगे। ये दोनों बिल मानसून सत्र के दौरान 3 अगस्त को राज्यसभा से पास हो चुके हैं। इसके बाद 4 अगस्त को इन्हें लोकसभा में टेबल किया गया, लेकिन वहां मणिपुर मुद्दे पर विपक्ष के हंगामे के चलते ये बिल पास नहीं हो सके।

17 सितंबर को बुलाई गई सर्वदलीय मीटिंग
संसदीय कार्य मंत्री प्रह्लाद जोशी ने बुधवार को बताया कि 17 सितंबर को सर्वदलीय बैठक बुलाई गई है। इसमें लोकसभा स्पीकर ओम बिरला विशेष सत्र को सुचारु रूप से चलाने के लिए विपक्षी दलों से सहयोग मांग सकते हैं।

CEC की नियुक्ति वाले बिल के विरोध में विपक्ष
मुख्य चुनाव आयुक्त (CEC) और अन्य चुनाव आयुक्तों (ECs) की नियुक्ति को रेगुलेट करने से जुड़े बिल पर राज्यसभा में 10 अगस्त को चर्चा हुई थी। बिल के मुताबिक आयुक्तों की नियुक्ति तीन सदस्यों का पैनल करेगा। जिसमें प्रधानमंत्री, लोकसभा में विपक्ष के नेता और एक कैबिनेट मंत्री शामिल होंगे। राज्यसभा में कांग्रेस, आम आदमी पार्टी सहित अन्य विपक्षी दलों ने इस विधेयक का विरोध किया था। विपक्षी दलों ने कहा- सरकार सुप्रीम कोर्ट की संविधान पीठ के आदेश के खिलाफ बिल लाकर उसे कमजोर कर रही है। सुप्रीम कोर्ट ने मार्च 2023 में एक आदेश में कहा था कि CEC की नियुक्ति प्रधानमंत्री, चीफ जस्टिस ऑफ इंडिया और विपक्ष के नेता की सलाह पर राष्ट्रपति करें।

दिल्ली के मुख्यमंत्री अरविंद केजरीवाल ने ट्वीट कर लिखा- इस बिल के जरिए सरकार सुप्रीम कोर्ट का एक और फैसला पलटने जा रही है। केजरीवाल ने 2 तस्वीरें शेयर की थीं। इनमें पहले में सुप्रीम कोर्ट का ऑर्डर है, जिसमें मार्च 2023 में दिए गए सुप्रीम कोर्ट के फैसले का जिक्र है। वहीं, दूसरी तस्वीर में एक दस्तावेज है, जिसमें लिखा है कि CEC की नियुक्ति के लिए प्रधानमंत्री, विपक्ष के नेता और PM की ओर से नॉमिनेटेड केंद्रीय मंत्री राष्ट्रपति को सलाह दें, जिसके बाद राष्ट्रपति नियुक्ति का आदेश दें।

केजरीवाल बोले- मनपसंद आदमी को CEC बना सकेंगे PM
केजरीवाल ने ट्वीट में कहा- प्रधानमंत्री जी देश के सुप्रीम कोर्ट को नहीं मानते। उनका संदेश साफ है कि सुप्रीम कोर्ट का जो आदेश उन्हें पसंद नहीं आएगा, वो संसद में कानून लाकर उसे पलट देंगे। अगर PM खुलेआम सुप्रीम कोर्ट को नहीं मानते तो ये बेहद खतरनाक स्थिति है।

सुप्रीम कोर्ट ने एक निष्पक्ष कमेटी बनाई थी। सुप्रीम कोर्ट के आदेश को पलटकर मोदी जी ने ऐसी कमेटी बना दी, जो उनके कंट्रोल में होगी। वो मनपसंद व्यक्ति को चुनाव आयुक्त बना सकेंगे। इससे चुनावों की निष्पक्षता प्रभावित होगी।
