कच्चा तेल महंगा होने से तेल कंपनियों को हो रहा नुकसान
नई दिल्ली। बंगाल विधानसभा चुनाव के बाद पेट्रोल-डीजल की कीमतों में 2 से 3 रुपए का इजाफा हो सकता है। गवर्नमेंट सोर्स के अनुसार कच्चे तेल के दाम बढ़ने से तेल कंपनियों का घाटा हो रहा है। इसके चलते विधानसभा चुनाव के बाद इनके दाम बढ़ सकते है। 2 मई को बंगाल विधानसभा चुनाव खत्म होंगे। ज्यादातर देखा जाता है कि सरकार जनता को लुभाने के लिए चुनाव के दौरान पेट्रोल-डीजल के दाम नहीं बढ़ाती है।
इस साल 26 बार बढ़ी फ्यूल की कीमतें और 4 बार कम हुईं
इस साल पेट्रोल-डीजल के दाम जनवरी में 10 बार और फरवरी में 16 बार बढ़े, जबकि मार्च में कीमतें स्थिर हैं। इस लिहाज से 2021 में अब तक पेट्रोल-डीजल के दाम 26 बार बढ़ चुके हैं। हालांकि मार्च महीने में 3 बार और अप्रैल में 1 बार पेट्रोल-डीजल के दाम में कमी आई है। पेट्रोल-डीजल की कीमतों में आखिरी बार 27 फरवरी को बढ़ोतरी की गई थी। 15 अप्रैल का आखिरी बार पेट्रोल-डीजल के दाम में बदलाव हुआ था।
चुनावी दांव और पेट्रोल-डीजल के भाव
- 2020 में 28 अक्टूबर से 7 नवंबर के दौरान बिहार विधानसभा के चुनाव हुए और 10 नवंबर को नतीजे आए। इस दौरान 2 सितंबर से 19 नवंबर के बीच पेट्रोल-डीजल के स्थिर रहे। फिर 20 नवंबर से 7 दिसंबर तक 15 बार दाम बढ़े थे। यानी तेल कंपनियों ने सिर्फ 18 दिन में 15 बार दाम बढ़ाए।
- दिल्ली चुनाव विधानसभा के दौरान भी 2020 के शुरुआत में 12 जनवरी से 23 फरवरी तक पेट्रोल-डीजल के दाम नहीं बढ़े थे। हालांकि कोरोना के कारण लगाए गए लॉकडाउन के बाद भी कीमतें घटी थी।
- 2018 में मई के कर्नाटक विधानसभा चुनाव से पहले भी तेल कंपनियों ने लगातार 19 दिनों तक कीमतों में कोई बदलाव नहीं किए, जबकि उस दौरान कच्चे तेल की कीमतें 5 डॉलर प्रति बैरल बढ़ीं थी।
- 2017 में 16 जनवरी से 1 अप्रैल तक पांच राज्यों पंजाब, गोवा, उत्तराखंड, उत्तर प्रदेश और मणिपुर में विधानसभा चुनाव थे। इस दौरान देश में तेल कंपनियों ने पेट्रोल-डीजल के दाम नहीं बढ़ाए। उस समय तेल कंपनियां हर 15 दिन में कीमतें बदलती थीं।
- दिसंबर 2017 में गुजरात विधानसभा चुनाव के दौरान भी पेट्रोल-डीजल के दाम भी करीब 14 दिन नहीं बढ़े।
फरवरी में कच्चा तेल 61 डॉलर पर था जो अब 66 पर है
इस साल फरवरी में कच्चे तेल के औसतन दाम 61 डॉलर प्रति बैरल पर थे जो मार्च में 64.73 डॉलर पर आ गया। वहीं अगर कच्चे तेल की बात करें तो ये 65 डॉलर पर बिक रहा है। ऐसे में आने वाले दिनों में पेट्रोल डीजल के दाम और बढ़ सकते हैं।
मोदी सरकार में कच्चा तेल सस्ता होने का जनता को नहीं मिला फायदा
आपको तो पता ही होगा कि पेट्रोल-डीजल कच्चे तेल से बनता है। और कच्चे तेल के दामों का असर पेट्रोल-डीजल कीमतों पर सीधे तौर पर पड़ता है। मई 2014 में जब मोदी पहली बार प्रधानमंत्री बने, तब कच्चे तेल की कीमत 106.85 डॉलर प्रति बैरल थी। वहीं अभी कच्चे तेल की कीमत 65 डॉलर प्रति बैरल पर है। इसके बावजूद भी पेट्रोल के दाम घटने के बजाए बढ़कर 100 रुपए प्रति लीटर के पार पहुंच गए हैं।
कच्चे तेल के दाम बढ़ने के बाद भी क्यों कम नहीं हुए पेट्रोल-डीजल के दाम
जब भी कच्चे तेल के दाम कम हुए सरकार ने पेट्रोल-डीजल के दाम में कमी करने की बजाए एक्साइज ड्यूटी (केंद्र सरकार द्वारा लगाया जाने वाला टैक्स) बढ़ा दी इससे दाम कम होने की बजाए बढ़ गए। वहीं जब कच्चे तेल के दाम बढ़े तब एक्साइज ड्यूटी नहीं घटाई।
मई 2014 में जब मोदी सरकार आई थी, तब केंद्र सरकार एक लीटर पेट्रोल पर 10.38 रुपए और डीजल पर 4.52 रुपए टैक्स वसूलती थी। जो इस वक्त एक लीटर पेट्रोल पर 32.90 रुपए और डीजल पर 31.80 रुपए है। मोदी सरकार में 13 बार एक्साइज ड्यूटी बढ़ाई गई है, लेकिन घटी सिर्फ तीन बार। आखिरी बार मई 2020 में एक्साइज ड्यूटी बढ़ी थी।
अगर पेट्रोल-डीजल को GST के दायरे में लाते तो अभी पेट्रोल 78 रुपए पर होता
SBI के अर्थशास्त्रियों की तरफ से आई रिपोर्ट के मुताबिक, अगर पेट्रोल और डीजल को GST के तहत लाया जाता है तो देश में पेट्रोल की कीमत 75 रुपए और डीजल की कीमत 68 रुपए प्रति लीटर पर आ सकती है। इसका मतलब यह है कि पेट्रोल 15 से 30 रुपए प्रति लीटर और डीजल 10 से 20 रुपए प्रति लीटर तक सस्ता हो जाएगा। अगर इन्हें GST के दायरे में लाते तो कच्चे तेल की कीमतों के हिसाब से पेट्रोल और डीजल की कीमतें रहतीं। इसके अनुसार अगर कच्चा तेल 65 डॉलर प्रति बैरल है तो पेट्रोल 78 रुपए और डीजल 71 रुपए प्रति लीटर पर मिलेगा। लेकिन सरकार पेट्रोल-डीजल को GST के दायरे में लाने को तैयार नहीं है।
