नई दिल्ली। 18 सितंबर को शुरू होने वाले संसद के विशेष सत्र से 12 दिन पहले सोनिया गांधी ने पीएम को एक चिट्ठी लिखी। जिसमें सोनिया ने 9 मुद्दे उठाए। कांग्रेस चाहती है सरकार महंगाई, भारत-चीन बॉर्डर विवाद और मणिपुर जैसे गंभीर मामलों पर चर्चा करे।
कांग्रेस संसदीय दल (CPP) की अध्यक्ष सोनिया गांधी ने 24 पार्टियों की ओर से प्रधानमंत्री नरेंद्र मोदी को यह लेटर भेजा है। केंद्रीय संसदीय कार्य मंत्री प्रह्लाद जोशी ने पिछले हफ्ते 18 से 22 सितंबर तक संसद के पांच दिन के विशेष सत्र के बारे में जानकारी दी थी।
उधर I.N.D.I.A में शामिल लोकसभा और राज्यसभा सांसदों ने मंगलवार शाम मल्लिकार्जुन खड़गे के घर मीटिंग की। इस बैठक में निर्णय लिया गया कि I.N.D.I.A अलायंस में शामिल 28 पार्टियों में से 24 पार्टियां 18 सितंबर से शुरू हो रहे संसद के स्पेशल सेशन में शामिल होंगी।

फ्लोर लीडर्स के साथ मीटिंग के बाद कांग्रेस अध्यक्ष खड़गे ने कहा- ‘मोदी सरकार पहली बार बिना एजेंडा बताए संसद का विशेष सत्र बुला रही है। किसी भी विपक्षी दल से न तो सलाह ली गई और न ही जानकारी दी गई। यह लोकतंत्र चलाने का तरीका नहीं है। हर दिन, मोदी सरकार एक संभावित एजेंडा की कहानी मीडिया में पेश करती है, जिससे लोगों पर बोझ डालने वाले मुद्दों से ध्यान भटकाने का एक बहाना तैयार होता है। भाजपा महंगाई, बेरोजगारी, मणिपुर, चीन के अतिक्रमण, CAG रिपोर्ट, घोटाले जैसे मुद्दों से ध्यान हटाकर लोगों को धोखा देना चाहती है। ‘
संसद के 5 दिन चलने वाले विशेष सत्र में इन प्रस्तावों पर चर्चा संभव
संसद के विशेष सत्र में कोई भी विधेयक पेश नहीं होगा। न ही जॉइंट सेशन बुलाया जाएगा। पांच दिन में 4-5 प्रस्ताव लाए जाएंगे, जिन पर चर्चा होकर उसे ध्वनि मत से पारित किया जाएगा। संसदीय कार्य मंत्रालय के सूत्रों के मुताबिक दोनों ही सदनों की चर्चा के लिए विशेष सत्र बुलाए गए हैं, लिहाजा जॉइंट सेशन नहीं होगा।
अगर जॉइंट सेशन होता तो लंबित पड़े किसी महत्वपूर्ण विधेयक जैसे महिला आरक्षण विधेयक या ‘एक देश एक चुनाव’ के पेश होने की संभावना बनती। सूत्रों का कहना है कि G-20, चंद्रयान-3 की सफल लैंडिंग, देश के तीसरी आर्थिक शक्ति बनने और इंडिया की जगह भारत का इस्तेमाल करने को लेकर सरकार प्रस्ताव पेश कर चर्चा के बाद उसे पारित करा सकती है।
महिला आरक्षण विधेयक पर प्रस्ताव संभव
विधायिका में महिलाओं को 33%आरक्षण के विधेयक को पास करने को विशेष सत्र का औचित्य नहीं है। यह विधेयक 2010 में राज्यसभा से पारित है। आम राय नहीं बनने से लोकसभा में नहीं लाया गया। लोकसभा में सरकार का बहुमत है, इसके लिए विशेष सत्र की जरूरत नहीं है।
हालांकि, इसको लेकर विशेष सत्र में प्रस्ताव लाया जा सकता है, जिसमें सरकार कह सकती है कि यह सदन महिला आरक्षण देने का प्रस्ताव पारित करती है। इससे विंटर सेशन या उसके आगे बजट सत्र में इसे पास कराने के लिए आम सहमति की जरूरत नहीं होगी, क्योंकि सदन इसके लिए विशेष सत्र में प्रस्ताव पारित कर चुका है।
समान नागरिक संहिता को लेकर भी सरकार की तरफ से प्रस्ताव लाया जा सकता है। हालांकि, विशेष सत्र का एजेंडा अभी तक सामने नहीं आया है।
एक देश एक चुनाव को लेकर केंद्र ने बनाई कमेटी
केंद्र सरकार ने पिछले दिनों देश में एक साथ चुनाव कराने की संभावना तलाशने और सिफारिशों के लिए 2 सितंबर को आठ सदस्यों वाली समिति बनाई है। जिसकी अध्यक्षता पूर्व राष्ट्रपति रामनाथ कोविंद कर रहे हैं। लोकसभा में नेता विपक्ष अधीर रंजन चौधरी ने कमेटी में शामिल होने से इंकार कर दिया है।
