नई दिल्ली। सुप्रीम कोर्ट ने बुधवार को BCCI के कूलिंग ऑफ पीरियड में बदलाव को मंजूरी दे दी। इस फैसले के बाद अब कोई पदाधिकारी स्टेट बॉडी में तीन साल से ज्यादा और BCCI में लगातार दो बार यानी 6 साल तक पद पर बना रहेगा। इसका सबसे ज्यादा फायदा मौजूदा अध्यक्ष सौरव गांगुली और सचिव जय शाह को मिल सकता है।
अब स्टेट बॉडी और बोर्ड के कार्यकाल को एकसाथ नहीं माना जाएगा
सुप्रीम कोर्ट ने अपने फैसले में कहा कि अब राज्य क्रिकेट एसोसिएशन और BCCI के कार्यकाल को एक साथ नहीं माना जाएगा। ऐसे में कोई अधिकारी राज्य क्रिकेट में छह साल काम करने के बाद BCCI में भी छह साल काम कर सकता है। बीसीसीआई में लगातार छह साल पूरे होने के बाद तीन साल तक कोई भी पद पर नहीं रह सकता है।
पहले समझें कूलिंग ऑफ पीरियड क्या है?
कूलिंग ऑफ पीरियड को लेकर लोढ़ा कमेटी ने 2018 में सिफारिश की थी। बाद में इन्हें तभी से लागू कर दिया गया। इसके मुताबिक, कोई भी पदाधिकारी पहले स्टेट बॉडी में तीन साल या उससे ज्यादा समय तक पद पर रहता है तो वह बोर्ड में सिर्फ तीन साल और पद पर रह सकता है। सुप्रीम कोर्ट की मंजूरी के बाद, अब कोई भी पदाधिकारी तीन साल स्टेट और बोर्ड में 6 साल तक किसी भी पद पर रह सकता है।
BCCI को क्या आपत्ति थी?
BCCI ने 2019 में सुप्रीम कोर्ट में याचिका दाखिल कर तीन साल के कूलिंग ऑफ पीरियड के प्रावधान को खत्म करने की इजाजत मांगी थी। इस मामले में BCCI का कहना है कि कूलिंग ऑफ पीरियड किसी सदस्य के एक ही स्थान पर लगातार छह साल तक पद संभालने के बाद आना चाहिए, न कि स्टेट फेडरेशन या BCCI या दोनों को मिलाकर।
गांगुली और जय शाह का कार्यकाल खत्म हो रहा है
वर्तमान समय में BCCI में प्रेसिडेंट सौरव, जय शाह समेत पांच पदाधिकारियों ने बोर्ड और स्टेट बॉडी में 6 साल पूरे कर लिए हैं। सौरव गांगुली 23 अक्टूबर 2019 को BCCI के अध्यक्ष बने थे। इससे पहले वे 2014 में बंगाल क्रिकेट संघ के सचिव बने थे, फिर 2015 में उन्हें अध्यक्ष का पद मिला।
इसी तरह, जय शाह 2014 में गुजरात क्रिकेट संघ के संयुक्त सचिव बने थे। ऐसा कहा जाता है कि उनका कार्यकाल आठ सितंबर 2013 से ही शुरू हो गया था। यानी सितंबर 2013 से अक्टूबर 2019 तक वह गुजरात क्रिकेट संघ से जुड़े रहे। इसके बाद BCCI सेक्रेटरी का पदभार उन्होंने 24 अक्टूबर 2019 को संभाला था। ऐसा कहा जा रहा है कि दोनों अगले तीन साल तक अपने पद पर बने रहेंगे।
