- दिल्ली एक्साइज स्कैम में 3 आबकारी अफसर, 9 कारोबारी और दो कंपनियों के भी नाम
नई दिल्ली। दिल्ली के एक्साइज स्कैम में डिप्टी CM मनीष सिसोदिया के सरकारी आवास समेत 7 राज्यों की 21 जगहों पर CBI की छापेमारी चल रही है। जांच एजेंसी के अफसर शुक्रवार सुबह 8.30 बजे ही सिसोदिया के घर पहुंच गए थे। तब से सरकारी आवास (ए विंग दिल्ली सचिवालय) में तलाशी जारी है। अफसरों ने उनके और परिवार के बाकी सदस्यों के फोन और लैपटॉप जब्त कर लिए हैं।
केस से जुड़ी एक बड़ी बात सामने आई है। दरसअल, CBI ने दिल्ली के डिप्टी CM मनीष सिसोदिया समेत 15 लोगों के खिलाफ छापे से दो दिन पहले यानी 17 अगस्त को ही FIR दर्ज कर ली थी। इसमें दावा किया गया है कि एक शराब कारोबारी ने मनीष सिसोदिया के नजदीकी को एक करोड़ रुपए दिए थे।
FIR में पूर्व आबकारी अफसरों के भी नाम
CBI ने अपनी FIR में मनीष सिसोदिया समेत 15 लोगों को नामजद आरोपी बनाया है। बाकी आरोपियों में दिल्ली के एक्साइज कमिश्नर रहे अरुण गोपी कृष्ण, डिप्टी एक्साइज कमिश्नर आनंद कुमार तिवारी, असिस्टेंट एक्साइज कमिश्नर पंकज भटनागर, 9 कारोबारी और दो कंपनियां शामिल हैं। इसके अलावा FIR में 16वें नंबर पर अननोन पब्लिक सर्वेंट और प्राइवेट पर्सन का जिक्र है। यानी जांच एजेंसी आगे कुछ और लोगों के नाम भी FIR में जोड़ सकती है।
कारोबारियों को अनुचित लाभ पहुंचाया गया
शराब नीति में घालमेल को लेकर सिसोदिया समेत 15 लोगों पर CBI ने FIR उपराज्यपाल वीके सक्सेना के ऑफिस से गृह मंत्रालय को भेजी गई जानकारी के आधार पर दर्ज की है। एजेंसी ने आरोप लगाया है कि सिसोदिया समेत आरोपी सरकारी अफसरों ने सक्षम अथॉरिटी से मंजूरी लिए बगैर ही एक्साइज पॉलिसी बनाई। इसका मकसद टेंडर के बाद कारोबारियों को अनुचित लाभ पहुंचाना था।
पॉलिसी बनाने और लागू करने में की गई गड़बड़ियां
FIR में कहा गया है कि ऑनली मच लाउडर नाम की एंटरटेनमेंट और इवेंट मैनेजमेंट कंपनी के पूर्व CEO विजय नायर, परनोद रिचर्ड कंपनी के पूर्व कर्मचारी मनोज राय, ब्रिंडको स्पिरिट्स के मालिक अमनदीप धल, इंडोस्पिरिट्स के मालिक समीर महेंद्रु एक्साइज पॉलिसी को बनाने और लागू करने के दौरान की गई गड़बड़ियों में एक्टिव तौर पर शामिल थे।
सिसोदिया के करीबी ने लिए 1 करोड़ रुपए
CBI ने FIR में आरोप लगाया- बड्डी रिटेल प्राइवेट लिमिटेड गुरुग्राम के डायरेक्टर अमित अरोरा, दिनेश अरोरा और अर्जुन पांडे सिसोदिया के करीबी थे। ये लोग शराब लाइसेंसियों से आर्थिक फायदा लेकर उसे आरोपी पुलिस अफसरों तक डायवर्ट करने में शामिल थे। CBI ने यह आरोप भी लगाया कि राधा इंडस्ट्रीज के दिनेश अरोरा ने इंडोस्पिरिट्स के समीर महेंद्रु से एक करोड़ रुपए लिए थे। दिनेश अरोरा सिसोदिया का करीबी है।
समीर महेंद्रु से अफसरों तक पहुंचे करोड़ों रुपए
FIR में कहा गया है कि अरुण रामचंद्र पिल्लई नाम का व्यक्ति समीर महेंद्रु से पैसा इकट्ठा करता था। वह इसे विजय नायर के जरिए आरोपी अफसरों तक पहुंचाता था। सूत्रों के मुताबिक, अर्जुन पांडे नाम के व्यक्ति ने समीर महेंद्रु से विजय नायर के लिए एक बार 2-4 करोड़ रुपए की बड़ी रकम ली थी।
शराब किंग पॉन्टी चड्ढा का करीबी का भी नाम
एजेंसी की FIR में कहा गया है कि एक्साइज पॉलिसी में समीर मारवाह की महादेव लिकर्स को L-1 लाइसेंस दिया गया था। आरोप है कि शराब किंग पॉन्टी चड्ढा की फर्म्स के बोर्ड में शामिल मारवाह आरोपी सरकारी अधिकारियों के नजदीकी संपर्क में था और वह उन्हें नियमित तौर पर रिश्वत दे रहा था।
