नई दिल्ली। केंद्रीय कैबिनेट ने गरीब कल्याण अन्न योजना को 4 महीने (31 मार्च, 2022) तक बढ़ाने की मंजूरी दे दी है। इसके तहत गरीबों को मुफ्त राशन बांटा जा रहा है। कोरोना के दौरान इस योजना को शुरू किया गया था। बाद में इसे 31 दिसंबर तक बढ़ा दिया गया था। आज कैबिनेट ने इसे आगे जारी रखने को अप्रूवल दे दिया है।
इधर, एक और फैसले में कैबिनेट ने तीनों नए कृषि कानूनों की वापसी के प्रस्ताव को मंजूरी दे दी है। प्रधानमंत्री नरेंद्र मोदी ने पांच दिन पहले (19 नवंबर) गुरु पर्व के दिन इन तीनों कानूनों को वापस लेने का ऐलान किया था। कैबिनेट की मंजूरी के बाद कानून वापसी के प्रस्ताव को संसद के शीतकालीन सत्र में दोनों सदनों में पारित करवाया जाएगा। इसके बाद किसान आंदोलन की वजह बने तीनों कृषि कानून खत्म हो जाएंगे।
मोदी ने शुक्रवार को कृषि कानून वापसी का ऐलान किया था
प्रधानमंत्री मोदी ने शुक्रवार को देश के नाम अपने संबोधन में तीनों कृषि कानून वापस लेने का ऐलान किया था। उन्होंने कहा था कि सरकार ये कानून किसानों के हित में नेक नीयत से लाई थी, लेकिन हम कुछ किसानों को समझाने में नाकाम रहे। प्रधानमंत्री ने कहा कि अगले संसद सत्र में कानूनों को वापस लेने की प्रक्रिया शुरू की जाएगी। वहीं, एक्सपर्ट्स के मुताबिक संसद सत्र शुरू होने के बाद कम से कम 3 दिन में ये प्रक्रिया पूरी हो सकती है। संसद सत्र 29 नवंबर से शुरू होना है।
कैसे वापस होंगे कृषि कानून?
तीनों नए कृषि कानूनों को 17 सितंबर, 2020 को लोकसभा ने मंजूर किया था। राष्ट्रपति ने तीनों कानूनों के प्रस्ताव पर 27 सिंतबर को दस्तखत किए थे। इसके बाद से ही किसान संगठनों ने कृषि कानूनों के खिलाफ आंदोलन शुरू कर दिया था। संविधान एक्सपर्ट विराग गुप्ता के मुताबिक, किसी भी कानून को वापस लेने की प्रक्रिया भी उसी तरह होगी, जिस तरह से कोई नया कानून बनाया जाता है।
सबसे पहले सरकार संसद के दोनों सदनों में इस संबंध में बिल पेश करेगी।
संसद के दोनों सदनों से ये बिल बहुमत के आधार पर पारित किया जाएगा।
बिल पारित होने के बाद राष्ट्रपति के पास जाएगा। राष्ट्रपति उस पर अपनी मुहर लगाएंगे।
राष्ट्रपति की मुहर के बाद सरकार नोटिफिकेशन जारी करेगी।
नोटिफिकेशन जारी होते ही कृषि कानून रद्द हो जाएंगे।
