प्रदेश में पानी के अवैध कनैक्शनों के खिलाफ चलेगा तीन माह तक विशेष अभियान,दोषियों के विरूद्ध होगी सख्त कार्यवाही
जयपुर@जागरूक जनता। प्रदेश में जलदाय विभाग के पेयजल आपूर्ति नेटवर्क से जुड़ी राइजिंग एवं डिस्ट्रीब्यूशन मेन (आपूर्ति और वितरण पाइपलाइन) से अवैध रूप से कनैक्शन लेने वालों की पहचान कर उनके खिलाफ सख्त कार्रवाई की जाएगी। इसके लिए पूरे प्रदेश में आगामी तीन माह तक विशेष अभियान चलाया जाएगा। जलदाय मंत्री डॉ. बी. डी. कल्ला द्वारा गत दिनों विधानसभा में इस बारे में घोषणा की गई थी। इस सम्बंध में जलदाय विभाग की ओर आदेश जारी कर सभी जिलों में फील्ड में कार्यरत अभियंताओं को अवैध कनैक्शनों के खिलाफ कार्यवाही करने के लिए विस्तृत निर्देश जारी किए गए हैं।
जलदाय मंत्री डॉ. बी. डी. कल्ला ने बताया कि अवैध जल कनैक्शनों के कारण विभाग के पूरे सप्लाई सिस्टम पर विपरीत प्रभाव तो पड़ता ही है, इसके साथ ही वैध कनैक्शन वाले नियमित उपभोक्ताओं को कठिनाई का सामना करना पड़ता है। टेल एंड पर तो नियमित उपभोक्ताओं को कम प्रेशर और अपर्याप्त मात्रा में आपूर्ति की समस्या से जूझना पड़ता है। ऐसे में आगामी तीन माह तक पूरे प्रदेश में विशेष अभियान आरम्भ करने का निर्णय लिया गया है।
डॉ. कल्ला ने बताया कि इस विशेष अभियान के लिए राज्य के सभी जिलों में कार्यरत अधीक्षण
अभियंताओं को अभियान का नोडल अधिकारी बनाते हुए आगामी तीन माह की अवधि में पूरे प्रदेश को अवैध पेयजल कनैक्शन से मुक्त करने के लक्ष्य के साथ धरातल पर कार्यवाही करने के निर्देश दिए गए हैं। सभी रीजन में कार्यरत अतिरिक्त मुख्य अभियंताओं द्वारा अपने क्षेत्रों में इस अभियान की पूरी मॉनिटिरिंग की जाएगी। इसके अलावा सभी जिलों में जिला कलक्टर एवं जिला मजिस्ट्रेट को इस अभियान की प्रगति की अपने स्तर पर प्रति सप्ताह आयोजित होने वाली बैठकों में समीक्षा करने तथा विभागीय अधिकारियों को अवैध कनैक्शन हटाने में पूरा सहयोग देने को कहा गया है।
जलदाय मंत्री ने बताया कि विशेष अभियान के तहत पूरे प्रदेश में विभाग के पेयजल आपूर्ति नेटवर्क से जुड़ी राइजिंग एवं डिस्ट्रीब्यूशन मेन (आपूर्ति और वितरण पाइपलाइन) पर अवैध कनैक्शनों की पहचान के लिए सर्वे किया जाएगा। राइजिंग मेन पर अवैध कनैक्शन वाले व्यक्तियों को नोटिस जारी कर तीन दिन के अंतराल में अवैध कनैक्शन को हटाने तथा इससे राइजिंग मेन को हुई क्षति को दुरूस्त करने का समय दिया जाएगा। यदि अवैध कनैक्शन से सम्बंधित कोई व्यक्ति इस नोटिस के सम्बंध में वांछित कार्यवाही नहीं करेगा तो विभाग द्वारा अवैध कनैक्शन को हटाने की कार्यवाही की जाएगी तथा सम्बंधित के खिलाफ पुलिस में राजकीय सम्पति को नुकसान पहुंचाने के बारे में एफआईआर दर्ज कराई जाएगी।
डॉ. कल्ला ने बताया कि विभाग की डिस्ट्रीब्यूशन लाइन से अवैध कनैक्शनों के मामले में पहले डिफॉल्टर को जल आपूर्ति नियमों के तहत अपने कनैक्शन को नियमित कराने को कहा जाएगा, इसकी पालना नहीं करने पर विभाग द्वारा अवैध कनैक्शन को हटाते हुए सम्बंधित के खिलाफ एफआईआर दर्ज कराई जाएगी। उन्होंने बताया कि विभागीय अधिकारियों को सर्वे में सामने आने वाले सभी अवैध कनैक्शनों, काटे गए अवैध कनैक्शन तथा इस सम्बंध में पुलिस में एफआईआर दर्ज कराने के प्रकरणों का पूरा रिकार्ड संधारित करने के निर्देश दिए गए हैं। साथ ही सभी अधिकारियों को अवैध कनैक्शनों के खिलाफ संचालित अभियान के तहत प्रति सप्ताह प्रगति रिपोर्ट राज्य स्तर पर भिजवाने के लिए पाबंद किया गया हैं।
