नई दिल्ली। 2000 के नोट बदलने की प्रक्रिया मंगलवार से देश के सभी बैंकों में शुरू हो जाएगी। इस बीच, रिजर्व बैंक और स्टेट बैंक के बिना डॉक्यूमेंट के नोट बदलने के आदेश के खिलाफ भाजपा नेता और वकील अश्विनी उपाध्याय ने दिल्ली हाईकोर्ट में PIL दायर की है। उन्होंने बिना किसी पहचान प्रमाण पत्र के 2000 के नोट बदलने की अनुमति न देने की मांग की है।
इधर, रिजर्व बैंक ऑफ इंडिया (RBI) के गवर्नर शक्तिकांत दास ने कहा है कि लोग नोट बदलने के लिए बैंकों में भीड़ ना लगाएं। हमने 4 महीने का समय दिया है। आप आराम से नोट बदलिए, लेकिन समय सीमा को गंभीरता से लीजिए।
दास ने कहा, ’30 सिंतबर की डेडलाइन के बाद भी 2000 के नोट लीगल टेंडर रहेंगे यानी वैध रहेंगे।’ RBI ने 19 मई को 2000 रुपए के नोट बंद करने का ऐलान किया था। RBI ने 30 सितंबर तक ऐसे नोट बैंकों में बदलने या अकाउंट में जमा करने को कहा है।
बैंक रोजाना नोटों का हिसाब रखेंगे, लोगों का ख्याल रखेंगे
RBI ने सोमवार को एक ओर गाइडलाइन जारी की। इसमें बैंकों से कहा गया है कि गर्मी को देखते हुए वो लोगों के लिए छायादार जगहों और पानी का इंतजाम करें। कितने नोट बदले गए और कितने जमा किए गए, इसका रोजाना हिसाब रखें।

दास ने कहा, ‘जो भी परेशानी आएगी, उसे हम दूर करेंगे। हम भी बैंकों के जरिए इस प्रक्रिया पर नजर रखेंगे। चिंता वाली कोई बात नहीं है। करेंसी मैनेजमेंट ऑपरेशन के तहत ही हमने 2000 के नोट सर्कुलेशन से हटाने का काम शुरू किया है।
पहले भी दुकान में लोग 2000 के नोट नहीं लेते थे। हमारे ऐलान के बाद यह शायद और बढ़ गया है। हमने कहा था कि ये लीगल टेंडर बना रहेगा। आप 2000 के नोटों से खरीदारी कर सकते हैं। 30 सितंबर तक ज्यादातर नोट हमारे पास आ जाएंगे और फिर हम फैसला करेंगे।’
नोट बदलने के लिए ID की जरूरत नहीं
स्टेट बैंक ने रविवार को 2000 का नोट बदलने के लिए गाइडलाइन जारी की थी। भारत के सबसे बड़े बैंक ने कहा था कि नोट बदलने के लिए किसी ID की जरूरत नहीं है। कोई फॉर्म भी नहीं भरना होगा। एक बार में 10 नोट बदले जा सकेंगे।
स्टेट बैंक ने नोटिफिकेशन इसलिए जारी किया, क्योंकि सोशल मीडिया पर नोट बदलने को लेकर अलग-अलग जानकारियां दी जा रही थीं। कहा जा रहा था कि नोट बदलने के लिए आधार जैसी कोई ID जरूरी होगी और फॉर्म भी भरना होगा।
