मुंबई। रिजर्व बैंक (आरबीआई) ने बढ़ती महंगाई के प्रति सचेत करते हुये केंद्र और राज्य सरकारों से पेट्रोल-डीजल पर कर तथा अधिभार कम करने की सलाह दी है।
आरबीआई के आज जारी मौद्रिक नीति बयान में वित्त वर्ष 2021-22 का महंगाई अनुमान बढ़ा दिया गया है। इसमें कहा गया है ‘पेट्रोल एवं डीजल की महंगाई के कारण बढ़ते लागत के दबाव को कम करने के लिए केंद्र तथा राज्य सरकारों द्वारा उत्पाद शुल्क, अधिभार और करों को संयोजित करने की जरूरत है।’
केंद्रीय बैंक ने अंतर्राष्ट्रीय स्तर पर कॅमोडिटी, खासकर कच्चे तेल के बढ़ते दाम और लॉजिस्टिक्स लागत में वृद्धि से मुद्रास्फीति बढ़ने के जोखिम का अंदेशा व्यक्त किया है। उसने मौजूदा वित्त वर्ष की 30 जून को समाप्त हो रही पहली तिमाही का महंगाई दर अनुमान 5.2 प्रतिशत पर स्थिर रखा है, जबकि अगली तीन तिमाहियों का महंगाई अनुमान अप्रैल की बयान के मुकाबले बढ़ा दिया है।
दूसरी तिमाही के लिए महंगाई दर का अनुमान 5.2 प्रतिशत से बढ़ाकर 5.4 प्रतिशत, तीसरी तिमाही का 4.4 प्रतिशत से बढ़ाकर 4.7 प्रतिशत और चौथी तिमाही का 5.1 प्रतिशत से बढ़ाकर 5.3 प्रतिशत कर दिया है। आरबीआई के अनुसार, पूरे वित्त वर्ष में महंगाई दर 5.1 प्रतिशत रहने का अनुमान है।
बयान में कहा गया है कि दालों की आपूर्ति श्रृंखला में सरकारी हस्तक्षेप से अब इसकी कीमतों में जारी तेजी से राहत की उम्मीद है। दालों तथा खाद्य तेलों की महंगाई और कम करने के लिए आपूर्ति मजबूत करने की सलाह दी गई है।
आरबीआई गवर्नर शक्तिकांता दास ने कहा कि यदि कोविड-19 की दूसरी लहर लंबे समय तक रहती है और इसके कारण गतिविधियों पर प्रतिबंध जारी रहते हैं तो महंगाई बढ़ सकती है। उस स्थिति में अनिवार्य खाद्य पदार्थों के मूल्यों को बढ़ने से रोकने के लिए आपूर्ति सुचारू रखने के उपाय करने होंगे। केंद्र तथा राज्य सरकारों को मिलकर आपूर्ति बढ़ाने और खुदरा व्यापारियों द्वारा मुनाफाखोरी रोकने के प्रयास करने होंगे।
