बीकानेर@जागरूक जनता। नागौर के जसवंत नगर की मूल निवासी कुसम देवी पिछले 14-15 साल से हार्ट की बीमारी से पीड़ित थी। थोडा से चलने पर सांस फूल जाती थी और तेज सरदर्द भी रहता था। बीकानेर के ह्रदय रोग विशेषज्ञ डाॅक्टर जयकिशन सुथार को दिखाया तो बताया कि वाॅल्व रिपलेसमेंट सर्जरी करानी होगी, जिस पर लगभग दो से ढाई लाख रूपये खर्च होने का अनुमान है। एक साथ इतने पैसों की व्यवस्था करना कुसुम के लिए संभव नही लग रहा था। इसलिये 2011 से बीकानेर में रहते हुए छोटा-मोटा काम कर रही थी और अपने हार्ट की बीमारी का इलाज दवाइयों से ले रहे थे। ऑपरेशन के लिए पैसे बचाने की कोशिश में थे, लेकिन पर्याप्त पैसे जमा नही हो पा रहे थे। घर के खर्च में ही सब खत्म हो जाता था। बीमारी से कभी तबीयत थोड़ी सही होती तो कभी ज्यादा खराब होने पर अस्पताल ले जाना पडता। प्राथमिक उपचार लेकर वापिस घर आ जाते। ऑपरेशन कराना जरूरी था पर पैसों की कमी आडे आ रही थी। बड़ी मुश्किलों से जीवन गुजर रहा था।
इस साल के बजट भाषण में मुख्यंमंत्री श्री अशोक गहलोत ने 1 मई 2021 से प्रदेश में *मुख्यमंत्री नि:शुल्क बीमा योजना* का शुभारम्भ किये जाने और पूरे प्रदेशवासियों को निःशुल्क चिकित्सा बीमा देने की घोषणा की। योजना में सभी लोग चाहे वो किसी भी वर्ग, आयु और आय के हो, पंजीकृत हो सकते हैं।
यह बात सुनकर कुसुम ने ई-मित्र केन्द्र पर जाकर 850 रूपये देकर योजना में खुद का पंजीकरण करवाया। पंजीकरण के साथ ही कुसुम के परिवार को प्रतिवर्ष 5 लाख रूपये तक का निःशुल्क बीमा मिलने का पाॅलिसी डाॅक्यूूमेंट मिला।
बीकानेर संभाग के सबसे बडे सरकारी अस्पताल पीबीएम अस्पताल के हल्दीराम मूलचंद कार्डियोलाॅजी सेंटर मे भर्ती हुई। जांचे की गई और उसके आधार पर कुसुम के वाॅल्व रिप्लेंसमेंट सर्जरी का ऑपरेशन करना तय हुआ। 10 जून 2021 को कुसुम की हल्दीराम मूलचंद कार्डियोलाॅजी सेंटर के कार्डियक सर्जन डॉ. जयकिशन सुथार तथा अनेस्थेशिया टीम डॉ. कांता भाटी, डॉ. सोनाली धवन तथा डॉ. यूनिस खिलजी के नेतृत्व में ऑपरेशन सफलतापूर्वक हुआ और अभी वह ऑपरेशन के बाद स्वास्थ्य लाभ ले रही है। कुछ दिन में अस्पताल से डिस्चार्ज हो जाएंगी। कुसुम ने बताया कि पैसो की तंगी, इलाज में बाधा बन रही थी। सोचा, पूरी जिंदगी ऐसे ही निकालनी पड़ेगी। बीमारी के कारण काम भी नही कर पा रही थी।
उसने कहा, ‘मुख्यमंत्री श्री गहलोत ने यह योजना शुरू करके कितना अच्छा किया। मेरे जैसे कितने गरीब लोग होेंगे जिनके बड़ी बीमारी के ऑपरेशन और इलाज पैसो के कारण रूके पड़े थे, जो अब हो पा रहे हैं। सरकार के एक अच्छे निर्णय से आज मेरा जीवन बच गया। अब मैं स्वस्थ होकर अपना और अपने परिवार का ध्यान रख पाऊंगी।’ ऐसी जीवनदायिनी योजना शुरू करने के लिए उन्होंने मुख्यमंत्री का हृदय से आभार जताया।
डॉ जय किशन सुथार ने बताया कि मुख्यमंत्री चिरंजीवी स्वास्थ्य बीमा योजना में इस सर्जरी के पैकेज की कीमत 1 लाख 60 हजार रूपये है, जो मरीज को निःशुल्क मिला। मरीज को इसके लिये एक रूपया भी नहीं देना पड़ा। मरीज की जांच, दवाइयां, उपचार और चिकित्सकीय सामग्री सभी कुछ निःशुल्क होता है। बाहर प्राइवेट अस्पताल में इसी सर्जरी के दो से ढाई लाख रूपये खर्च करने होते है। योजना आमजन के लिए वरदान साबित हो रही है और गंभीर रोगो में बड़े खर्च के डर से जो लोग अपना इलाज नही करा रहे थे, वो भी अब इलाज निःशुल्क होने से अस्पताल आने से घबरा नही रहे हैं।
