Delhi Services Bill: दिल्ली के ग्रेड-ए अधिकारियों की ट्रांसफर और पोस्टिंग से जुड़े अध्यादेश की जगह लेने वाला विधेयक लोकसभा में पास हो गया है।
नई दिल्ली। काफी शोरशराबे के बीच दिल्ली सेवा विधेयक (Delhi Services Bill) जिसे राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार (संशोधन) विधेयक 2023 भी कहा जाता है, आज गुरुवार को लोकसभा में पारित हो गया। इस बिल के लोकसभा में पारित होते ही विपक्षी सांसदों ने विरोध जताते हुए सदन से वॉकआउट कर दिया। बता दें कि यह बिल मंगलवार को गृह मंत्री अमित शाह ने संसद में पेश किया था। ‘राष्ट्रीय राजधानी दिल्ली क्षेत्र सरकार संशोधन विधेयक, 2023’ पर चर्चा के दौरान गृहमंत्री अमित शाह ने कई तथ्यों के साथ बताया कि यह बिल लाना उचित क्यों है। गृहमंत्री ने देश के पहले प्रधानमंत्री जवाहरलाल नेहरू का भी जिक्र किया और बताया कि कैसे उन्होंने दिल्ली को पूर्ण राज्य का दर्जा दिए जाने के खिलाफ अपनी राय जाहिर की थी।

दिल्ली सर्विस बिल पारित होने से क्या-क्या बदल जाएगा
यह बिल लोकसभा में पारित हो गई है अब राज्य सभा में यह बिल जाएगी जहां से पारित होने के बाद बाद से दिल्ली के मुख्यमंत्री और राज्य सरकार की शक्तियां काफी हद तक कम हो जाएंगी। दिल्ली में जो भी ग्रेड-ए अधिकारी तैनात होंगे, जिनके फैसले से काफी असर पड़ता है, उनपर दिल्ली सरकार का कंट्रोल खत्म होगा और ये शक्तियां उपराज्यपाल (LG) के जरिए केंद्र सरकार के पास चली जाएंगी।
दिल्ली सेवा बिल में नेशनल कैपिटल सिविल सर्विसेज अथॉरिटी बनाने का प्रावधान है। दिल्ली के मुख्यमंत्री इसके अध्यक्ष होंगे। अथॉरिटी में दिल्ली के मुख्य सचिव एक्स ऑफिशियो सदस्य, प्रिसिंपल होम सेक्रेटरी मेंबर सेक्रेटरी होंगे। अथॉरिटी की सिफारिश पर LG फैसला करेंगे, लेकिन वे ग्रुप-ए के अधिकारियों के बारे में संबधित दस्तावेज मांग सकते हैं। अगर अथॉरिटी और एलजी की राय अलग-अलग होगी तो LG का फैसला ही सर्वोपरि माना जाएगा।
