बीकानेर@जागरूक जनता। राजस्थान में बीमारु पड़े ग्वार, ग्वार गम उद्योग के पुनरुत्थान एवं विकास हेतू कृषि मण्डी टैक्स कृषि मंडी सेस समाप्त करने की मांग को लेकर मुख्यमंत्री अशोक गहलोत को सदस्य राष्ट्रीय परिषद एवं प्रांत कोश प्रमुख स्वदेशी जागरण मंच एवं जिला सदस्य विद्या भारती बीकानेर परमेश कुमार अग्रवाल व भाजपा लघु उद्योग प्रकोष्ठ के प्रदेश कार्यकारिणी सदस्य वेदप्रकाश अग्रवाल ने पत्र लिखा है। अग्रवाल ने पत्र में बताया कि प्रदेश में नये स्थापित होने वाले ग्वार, ग्वार गम उद्योग को कृषि मण्डी टेक्स में शत-प्रतिशत छूट प्रदान की गई है, लेकिन मौजूदा ग्वार/ग्वार गम आधारित उद्योग पर कृषि मण्डी टेक्स की दर 1.5 प्रतिशत है (1 प्रतिशत मंडी टैक्स .5 कृषि मंडी सेस) जबकि राजस्थान के पड़ौसी राज्यों हरियाणा, पंजाब व गुजरात में कृषि आधारित ग्वार/ग्वार गम उद्योग को कृषि मण्डी टेक्स में छूट प्रदत्त है। दूसरे राज्य में कृषि मंडी टैक्स छूट से हमारे राज्य के ग्वार/ग्वार गम उद्योग पर प्रतिकूल प्रभाव पड़ रहा है जिससे राजस्थान प्रदेश में प्रचुर मात्रा में उत्पादित होने वाला ग्वार का प्रसंस्करण राज्य के पड़ोसी राज्यों जहां पर कृषि मण्डी टेक्स में छूट है, में जाकर होता है जिससे राजस्थान राज्य में ग्वार/ग्वार गम व ग्वार गम आधारित उद्योग चौपट हो रहा है व राज्य के मौजूदा ग्वार/ग्वार गम आधारित उद्योग बंद होने की कगार पर है जिससे लाखों व्यापारी, किसान भाइयों को आर्थिक, मानसिक, शारीरिक परेशानी झेलनी पड़ सकती है। अग्रवाल ने कहा कि वर्तमान में ग्वार प्रोसेसिंग हेतु राज्य के बाहर जाता है तो इससे कृषिमंडी टैक्स की आमदनी एवम राजस्थान राज्य को जीएसटी राजस्व की बहुत बड़ी हानि भी हो रही है। यही कच्चा माल अगर प्रदेश में प्रोसेस होगा तो राजस्थान सरकार के जीएसटी राजस्व में भी वृद्धि होगी।
राज्य में ग्वार/ग्वार गम आधारित उत्पादों ने देश में अपना अग्रणी स्थान बनाया
परमेश कुमार अग्रवाल व वेदप्रकाश अग्रवाल ने सीएम अशोक गहलोत को लिखे पत्र में उल्लेख करते हुए बताया कि राज्य में ग्वार/ग्वार गम आधारित उत्पादों ने देश में अपना अग्रणी स्थान बनाया है। ग्वार से ग्वार गम, चूरी, कोरमा का उत्पादन किया जाता है। ग्वार उत्पादन का 65 प्रतिशत पशुआहर में काम आता है। ग्वार/ग्वार गम उद्योग को प्रोत्साहित करने एवं कृषि आधारित रोजगार सृजित करने हेतु अन्य राज्यों की भांति ग्वार को कर मुक्त करने की अनुकम्पा करें। राज्य में ग्वार ध्ग्वार गम उद्योग के विकास को प्रोत्साहित करने हेतु हमारा आपसे आग्रह है कि प्रदेश में ग्वार को कृषि मंडी टैक्स, कृषि मंडी सेस मुक्त कर दिया जाना चाहिए जिससे राज्य का ग्वार/ग्वार गम आधारित उद्योग अन्य राज्यों के ग्वार/ग्वार गम आधारित उद्योग से प्रतिस्पर्धा कर सकेंगे व प्रदेश में ग्वार/ग्वार गम आधारित उद्योगों में त्वरित वृद्धि होगी व नये निवेश को प्रोत्साहन मिलेगा। गहलोत सरकार ने गरीब, असमर्थए किसान का हित हर वक्त प्रथम रखा है। राजस्थान में व्यापार वृद्धि से व्यापारी वर्ग, कार्यालय कर्मचारी, अन्य कर्मचारी वर्ग, हमाल, असम्पन, छोटे बड़े पशुपालन करने वाले इत्यादि व बड़ी संख्या में राजस्थान किसान भाइयों को भी बहुत बड़ा संभल मिलेगा, उनको अपना माल बेचने अन्य राज्यों में नही जाना पड़ेगा, ग्रामीण क्षेत्रों में रोजगार के नये अवसर सृजित होंगे।
