जयपुर@जागरूक जनता। मंत्रिमंडल ने व्यापक जनहित में एक महत्वपूर्ण निर्णय लेते हुए राजस्थान भू राजस्व अधिनियम की धारा 90-ए की उपधारा 8 में संशोधन को स्वीकृति दी है। इससे 17 जून 1999 के बाद शहरी क्षेत्रों में कृषि भूमि पर आवास बनाकर रह रहे एवं आजीविका अर्जित कर रहे आमजन को बड़ी राहत मिल सकेगी।
उल्लेखनीय है कि राजस्थान भू राजस्व अधिनियम की धारा 90-ए की उप धारा 8 में 17 जून, 1999 से पूर्व शहरी क्षेत्रों में कृषि भूमि का अकृषि उपयोग के लिए संपरिवर्तन किए जाने का प्रावधान है। लेकिन विगत दो दशकों में सामाजिक एवं आर्थिक वृद्धि सहित अन्य कारणों से नगरीय क्षेत्रों में तेजी से शहरीकरण हुआ है एवं कृषि भूमि पर विभिन्न अकृषि गतिविधियां विकसित हुई हैं, लेकिन इस तिथि के बाद की कृषि भूमि का संपरिवर्तन नहीं हो पा रहा है। ऎसे में इस प्रकार की भूमि पर आवास बनाकर एवं आजीविका अर्जित कर रहे आम जन को राहत प्रदान करने के उद्देश्य से संपरिवर्तन को सुगम बनाना आवश्यक है। इसके लिए 17 जून 1999 के स्थान पर इस तिथि को 31 दिसम्बर 2021 किए जाने को मंत्रिमंडल ने मंजूरी दी है। गृह निर्माण सहकारी समितियों के द्वारा 16 जून 1999 के पश्चात जारी पट्टे या भूमि आवंटन से संबंधित प्रकरणों पर यह उप धारा लागू नहीं होगी।
यह भी निर्णय लिया गया कि भविष्य में शहरों के सुनियोजित विकास के लिए कृषि भूमि के अकृषि में अनाधिकृत उपयोग को रोकने के लिए एक पृथक से समिति गठित की जाएगी। यह समिति शहरीकरण के साथ ही सुनियोजित विकास में आने वाली व्यावहारिक कठिनाइयों के निराकरण के लिए भी सुझाव देगी।
