गैर खातेदार को खातेदारी दी जाए, सरकारी भूमि पर हुए कब्जों को करे चिन्हित,राजस्व अधिकारियों की बैठक में बोले कलक्टर
बीकानेर@जागरूक जनता । जिला कलक्टर नमित मेहता ने राजस्थान संपर्क पोर्टल पर जिले में राजस्व विभाग से संबंधित विचाराधीन परिवादों के निस्तारण की समीक्षा की। उन्होंने गैर खातेदारों को खातेदारी अधिकार देने के बकाया होने के कारणों की समीक्षा की और कहा कि संबंधित तहसीलदार इसको लेकर गंभीरता बरते अन्यथा नोटिस दिया जायेगा।
सार्वजनिक प्रयोजन के लिए भूमि आवंटन के प्रस्ताव समय पर भेजने के निर्देश देते हुए मेहता ने कहा कि संबंधित विभाग की मांग, प्रस्तावित भूमि के संबंध में सहमति एवं प्रस्तावित भूमि तक पहुंच मार्ग का उल्लेख नक्शा ट्रेश में अवश्य करे। उन्होंने सार्वजनिक रास्तों के सीमांकन एवं अतिक्रमण हटाने के संबंध में कठोर कार्रवाई के निर्देश दिए। उन्होंने पुराने फटे हुए नक्शे के स्थान पर नए नक्शा बनवाने, तरवीन के कार्य को समय पर पूर्ण करने के निर्देश दिए। उन्होंने धारा 90 ए के प्रकरणों की समीक्षा करते हुए राजस्व अधिकारियों को निर्देश दिए कि सरकारी भूमि पर हुए कब्जों को तत्काल चिन्हित करते हुए हटाए। नोटिस दिए हुए मामलों में कानून सम्मत कार्य करे। उन्होंने उपखण्ड अधिकारी और तहसीलदारों से कहा कि वे अपने दौरे के दौरान देखे कि सरकारी भूमि पर कोई अतिक्रमी तो नहीं बैठा है। उन्होंने निर्देश दिए राजकीय भूमि पर अतिक्रमण ना हो, इसके लिए हल्का पटवारी से इस आश्य की रिपोर्ट ले कि उसके क्षेत्र की राजकीय भूमि पर अतिक्रण नहीं है।
जिला कलक्टर ने सरकारी भूमि पर अवैध काश्त के बारे में उपखण्डवार जानकारी ली और निर्देश दिए कि अवैध काश्त करने वालों के विरूद्ध कार्यवाही की जाए। साथ ही उन्होंने मण्डी की भूमि पर हुए अतिक्रणों को चिन्हित करते कार्यवाही करने की बात भी कही।
जिला कलक्टर ने उपखण्ड अधिकारी कोर्ट में विभिन्न धाराओं में दाखिल कोर्ट केस की जानकारी ली और निर्देश दिए कि अधिकारी नियमित कोर्ट लगाकर, पेण्डिग प्रकरणों का निस्तारण करें। सभी एसडीएम कोर्ट प्रकरण निपटाने में गंभीरता बरते और निर्देश दिए कि जो प्ररकरण तामील हो चुके है, उसकी इसी माह में सुनवाई कर,फैसला दे। उन्होंने अनुसूचित जाति के लोगांे की भूमि पर कब्जों के प्रकरण मंे निर्देश दिए कि ऐसे प्रकरणों पर तुरन्त कार्यवाही करते हुए पीड़ित पक्ष को न्याय दिलाए।
उन्होंने धारा 29 के तहत वसूली के कम लक्ष्य प्राप्त करने पर नाराजगी व्यक्त की और निर्देश दिए कि जिन तहसीलदारों ने वसूली कम की है, उन्हें नोटिस दिए जायेंगे। उन्हांेने इस संबंध में उपखण्ड अधिकारी को तहसीलदार और पटवारी से कार्य करवाने के निर्देश दिए।
मेहता ने विभिन्न दुर्घटनाओं में मुख्यमंत्री सहायता कोष से दी जाने वाली सहायता के प्रकरणों की उपखण्डवार जानकारी ली और आवश्यक दिशा-निर्देश दिए। उन्होंने विधानसभा प्रश्नों के उत्तर देने, मुख्यमंत्री कार्यालय से प्राप्त पत्रोें के जवाब देने के भी निर्देश दिए।
