नई दिल्ली। चीन अपनी चालबाजियों से बाज आता नहीं दिख रहा है। भारत के साथ सीमा विवाद के बीच ड्रैगन पड़ोसी देश भूटान की सीमा में भी घुसपैठ कर चुका है। NDTV की रिपोर्ट के मुताबिक, चीन ने अपने बॉर्डर से लगे भूटान में करीब 25 हजार एकड़ क्षेत्र पर अवैध कब्जा कर लिया है। इतना ही नहीं चीन ने यहां 4 गांव भी बसा दिए हैं।
चीनी सैन्य विकास पर एक वैश्विक शोधकर्ता @detresfa ने सैटेलाइट तस्वीरों के जरिए ये नया खुलासा किया है। इन तस्वीरों में साफ तौर पर चीनी गांव देखे जा सकते हैं। भूटान और चीन के बीच इस जमीन को लेकर पुराना विवाद है। दोनों देशों का दावा है कि ये जमीन उनकी है।
पिछले एक साल में बसाए गांव
हालांकि चीन ने मनमाने तरीके से इस विवादित जमीन के बड़े हिस्से पर पिछले एक साल (2020-21) में निर्माण कार्य शुरू करते हुए आज की तारीख में 4 गांव बसा डाले हैं। आश्चर्य की बात ये है कि ये मामला ऐसे समय में सामने आया है, जब हाल ही में चीन और भूटान ने एक सीमा समझौता पर हस्ताक्षर किए हैं।

@detresfa ने अपने ट्वीट में लिखा, ‘डोकलाम के पास भूटान और चीन के बीच विवादित जमीन पर 2020-21 के बीच निर्माण गतिविधियां देखी जा सकती हैं। चीन ने लगभग 100 किमी स्क्वायर क्षेत्र में कई नए गांव फैल गए हैं। क्या यह एक नए समझौते या चीन के क्षेत्रीय दावों को लागू करने का हिस्सा है?’
डोकलाम से सटा हुआ है यह हिस्सा
चिंता के बात ये है कि यह हिस्सा भारतीय क्षेत्र डोकलाम के बिलकुल नजदीक है, जहां चार साल पहले यानी 2017 में दोनों देशों की सेना आमने-सामने थीं। भारत के लिए रणनीतिक रूप से यह हिस्सा मायने रखता है। भारत और भूटान की सेनाएं इस क्षेत्र में आपसी सहमति से सैन्य इंफ्रास्ट्रक्चर मजबूत करने को लेकर काम कर रही हैं। ऐसे में चीन की यह चालबाजी दोनों देशों के लिए चिंता का सबब बन सकती है।
अगले साल से नए सीमा कानून लागू करेगा चीन
बता दें कि चीन ने हाल ही में अपनी सीमाई सुरक्षा और अखंडता के लिए नया सीमा कानून बनाया है। नेशनल कांग्रेस में 23 अक्टूबर को इस कानून को मंजूरी दी गई थी और 1 जनवरी 2022 से इन्हें लागू होना है। चीन ने सात दशक से ज्यादा समय बाद पहली बार अपने सीमा कानून में बदलाव किया है।
इसके तहत चीन भारत सहित 14 देशों के साथ लगती अपनी भौगोलिक सीमाओं पर अपनी गश्त को बढ़ा सकेगा या सीमाओं पर स्थित व्यापार नाकों को एकतरफा बंद भी कर सकेगा। ड्रेगन की ये चाल ऐसे समय पर सामने आई है जब भारत-चीन में सीमा विवाद को लेकर सैन्य और असैन्य स्तरों पर वार्ताएं चल रही हैं।
भारत की चिंताओं पर सामान्य कानून बताया
चीन के मुताबिक- नए सीमा कानून को लेकर जो कयास लगाए जा रहे हैं, वो सही नहीं हैं। इससे पुराने सीमा संबंधी समझौतों पर असर नहीं होगा। यह सामान्य कानून है। भारत का चीन के साथ लद्दाख, उत्तराखंड, सिक्किम और अरुणाचल प्रदेश में सीमा विवाद चल रहा है। लद्दाख में भारत और चीन के बीच विवाद का एक बड़ा कारण कुछ क्षेत्रों में सैन्य गश्त को लेकर भी है। चीन के विदेश मंत्रालय के प्रवक्ता वांग वेन्बिन ने भारत की चिंताओं पर कहा- हम ये साफ कर देना चाहते हैं कि नए कानून से मौजूदा समझौतों या संधियों पर असर नहीं पड़ेगा। हम बॉर्डर डेवलपमेंट पर काम करते रहेंगे।
