नई दिल्ली। 1 अप्रैल 2021 से आपकी ग्रेच्युटी, पीएफ और काम के घंटों में बड़ा बदलाव देखने को मिल सकता है। कर्मचारियों की ग्रेच्युटी और भविष्य निधि (पीएफ) मद में बढ़ोतरी होगी। वहीं, हाथ में आने वाला पैसा (टेक होम सैलरी) घटेगा। यहां तक कि कंपिनयों की बैलेंस शीट भी प्रभावित होगी। इसकी वजह है पिछले साल संसद में पास किए गए तीन मजदूरी संहिता विधेयक (कोड ऑन वेजेज बिल)। इन विधेयकों के इस साल 1 अप्रैल से लागू होने की संभावना है।
वेज (मजदूरी) की नई परिभाषा के तहत भत्ते कुल सैलेरी के अधिकतम 50 फीसदी होंगे। इसका मतलब है कि मूल वेतन (सरकारी नौकरियों में मूल वेतन और महंगाई भत्ता) अप्रैल से कुल वेतन का 50 फीसदी या अधिक होना चाहिए। गौरतलब है कि देश के 73 साल के इतिहास में पहली बार इस प्रकार से श्रम कानून में बदलाव किए जा रहे हैं। सरकार का दावा है कि नियोक्ता और श्रमिक दोनों के लिए फायदेमंद साबित होंगे।
काम के घंटे 12 घंटे बदलने का प्रस्ताव
नए ड्राफ्ट कानून में कामकाज के अधिकतम घंटों को बढ़ाकर 12 करने का प्रस्ताव पेश किया है। ओएसच कोड के ड्राफ्ट नियमों में 15 से 30 मिनट के बीच के अतिरिक्त कामकाज को भी 30 मिनट गिनकर ओवरटाइम में शामिल करने का प्रावधान है। मौजूदा नियम में 30 मिनट से कम समय को ओवरटाइम योग्य नहीं माना जाता है। ड्राफ्ट नियमों में किसी भी कर्मचारी से 5 घंटे से ज्यादा लगातार काम कराने को प्रतिबंधित किया गया है। कर्मचारियों को हर पांच घंटे के बाद आधा घंटे का विश्राम देने के निर्देश भी ड्राफ्ट नियमों में शामिल हैं।
इसलिए वेतन घटेगा और पीएफ बढ़ेगा
नए ड्राफ्ट रूल के अनुसार, मूल वेतन कुल वेतन का 50% या अधिक होना चाहिए। इससे ज्यादातर कर्मचारियों की वेतन संरचना बदलेगी, क्योंकि वेतन का गैर-भत्ते वाला हिस्सा आमतौर पर कुल सैलेरी के 50 फीसदी से कम होता है। वहीं कुल वेतन में भत्तों का हिस्सा और भी अधिक हो जाता है। मूल वेतन बढ़ने से आपका पीएफ भी बढ़ेगा। पीएफ मूल वेतन पर आधारित होता है। मूल वेतन बढ़ने से पीएफ बढ़ेगा, जिसका मतलब है कि टेक-होम या हाथ में आने वाला वेतन में कटौती होगी।
रिटायरमेंट की राशि में होगा इजाफा
