जल जीवन मिशन में 4 हजार 163 गांवों में 7 लाख 70 हजार 395 ‘हर घर नल कनेक्शन’ को मंजूरी
जयपुर/बीकानेर@जागरूक जनता। जलदाय मंत्री डॉ. बी. डी. कल्ला की अध्यक्षता में जन स्वास्थ्य अभियांत्रिकी विभाग के तहत राजस्थान वाटर सप्लाई एवं सीवरेज मैनेजमेंट बोर्ड (आरडब्ल्यूएसएसएमबी) की नीति निर्धारण समिति (पीपीसी) की 205वीं बैठक मंगलवार को वीडियो कांफ्रेंसिंग (वीसी) के माध्यम से आयोजित की गई।
डॉ. कल्ला ने बीकानेर से वीसी के माध्यम से बैठक की अध्यक्षता करते हुए प्रदेश में जल जीवन मिशन (जेजेएम) के तहत वृहद पेयजल परियोजनाओं तथा वृहद पेयजल परियोजनाओं के अतिरिक्त 5 करोड़ रुपये से अधिक राशि की योजनाओं में 4 हजार 163 गांवों की 62 योजनाओं में 7 लाख 70 हजार 395 ‘हर घर नल कनेक्शन’ देने के एजेंडा प्रस्तावों को मंजूरी प्रदान की, इन पर 5056 करोड़ रुपये से अधिक की राशि व्यय की जाएगी। वृहद पेयजल परियोजनाओं के तहत 4718 करोड़ रुपये से अधिक लागत की 21 योजनाओं को स्वीकृति दी गई, इनमें 2 हजार 815 गांवों में 7 लाख 10 हजार 169 ‘हर घर नल कनेक्शन’ दिए जाएंगे। इसी प्रकार वृहद पेयजल परियोजनाओं के अतिरिक्त 5 करोड़ रुपये से अधिक राशि की योजनाओं में 41 सिंगल एवं मल्टी विलेज ग्रामीण पेयजल योजनाओं के प्रस्ताव मंजूर किए गए, इनमें 1348 गांवों में 60 हजार 226 ‘हर घर नल कनेक्शन’ होंगे, जिन पर 338 करोड़ रुपये से अधिक व्यय होंगे।
जलदाय मंत्री ने बैठक में अतिरिक्त एजेंडा प्रस्तावों को भी मंजूरी प्रदान की। इनमें मुख्यमंत्री की बजट घोषणा के तहत हरमाड़ा-भडारना को जयपुर शहरी जलप्रदाय योजना के तहत बीसलपुर प्रोजेक्ट से जोड़ने के लिए 43.48 करोड़ रुपये तथा बाड़ी (धौलपुर) में पेयजल आपूर्ति योजना के लिए 38.85 करोड़ रुपये के प्रस्तावों का अनुमोदन किया गया। इसके अलावा प्रदेश में जेजेएम की योजनाओं के लिए तहत वर्ष 2021-2022 में वाटर क्वालिटी मॉनिटरिंग एवं सर्विलेंस प्लान के तहत 67.81 करोड़ रुपये की राशि के प्रस्ताव का अनुमोदन किया गया। इससे राज्य में जलदाय विभाग की प्रयोगशालाओं के अपग्रेडेशन, फील्ड टेस्टिंग किट खरीदने तथा पेयजल गुणवत्ता जांच के लिए क्षमता संवर्द्धन गतिविधियों का संचालन होगा। सवाईमाधोपुर में मोरल नदी पर एनीकट निर्माण पर 16.26 करोड़ तथा बीसलपुर प्रोजेक्ट में सूरजपुरा से सांभर तक 539 गांवों में पेयजल आपूर्ति के लिए ट्रांसमिशन मेन पाइपलाइन के लिए 265.96 करोड़ रुपये के व्यय के प्रस्तावों का भी अनुमोदन किया गया।
जलदाय मंत्री डॉ. कल्ला ने बैठक में जेजेएम के तहत प्रदेश में राज्य स्तरीय योजना स्वीकृति समिति (एसएलएसएससी) और वित्त समिति की बैठकों के समयबद्ध आयोजन की सराहना करते हुए कहा कि प्रदेश के ग्रामीण क्षेत्रों में ‘हर घर नल कनेक्शन’ के लक्ष्यों को वर्ष 2024 तक पूरा करने के लिए सभी अभियंता निर्धारित टाइमलाइन की पालना करे। उन्होंने निर्देश दिए कि नीति निर्धारण समिति की बैठक मे जिन एजेंडा को मंजूरी दी गई है, उनकी क्रियान्विति के लिए उच्च स्तर से मॉनिटरिंग करते हुए सतत फोलोअप हो तथा जेजेएम में तकनीकी स्वीकृतियां, टेंडर और कार्यादेश जारी करने के लिए जो टाइम शेड्यूल बनाया गया है, उसके आधार पर नियमित प्रगति की समीक्षा की जाए तथा इसमें कोताही पाए जाने पर सम्बंधित अधिकारियों की जवाबदेही तय हो। उन्होंने बड़े प्रोजेक्ट्स की डीपीआर तैयार करने के दौरान मुख्य अभियंता और अतिरिक्त मुख्य अभियंता स्तर के अधिकारियों को भी आवश्यक रूप से फील्ड का दौरा करने के निर्देश दिए।
अतिरिक्त मुख्य सचिव (एसीएस) श्री सुधांश पंत ने कहा कि प्रदेश में जल जीवन मिशन के कार्यों को निर्धारित समयावधि में पूर्ण करने के लिए मॉनिटरिंग सिस्टम, कार्य करने के तरीके एवं कार्य क्षमता में वृद्धि पर निरंतर फोकस जरूरी है। श्री पंत ने कहा कि महत्वपूर्ण प्रोजेक्ट्स की मॉनिटरिंग के लिए ‘प्रोजेक्ट मॉनिटरिंग सॉफ्टवेयर’ बनाया जाए जिसके माध्यम से मुख्य अभियंता स्तर के अधिकारी हर गतिविधि की प्रगति से निरंतर जुड़े रहे। उन्होंने बैठक में बताया कि प्रदेश में जेजेएम के तहत एसएलएसएससी के माध्यम से 7500 से अधिक ग्रामीण पेयजल योजनाओं की स्वीकृतियां जारी की जा चुकी है।
उल्लेखनीय है कि जलदाय मंत्री की अध्यक्षता में गत 14 फरवरी को आयोजित पीपीसी की 203 वीं बैठक में यह निर्णय लिया गया था कि अब ये बैठक हर तीन माह में एक बार आयोजित की जाएगी। इसके बाद 204वीं बैठक मई माह में और 205वीं बैठक अब अगस्त माह में आयोजित की गई है। बैठक में मुख्य अभियंता (शहरी एवं एनआरडब्ल्यू) श्री सीएम चौहान, मुख्य अभियंता (ग्रामीण) श्री आरके मीना, मुख्य अभियंता (विशेष प्रोजेक्ट्स) श्री दिलीप गौड़, मुख्य अभियंता (तकनीकी) एवं आरडब्ल्यूएसएसएमबी के तकनीकी सदस्य श्री संदीप शर्मा, मुख्य अभियंता (जोधपुर) श्री नीरज माथुर, सचिव, संयुक्त सचिव (वित्त) श्री मेवाराम, संयुक्त सचिव, आयोजना श्री डीसी जैन, मुख्य अभियंता-जल संसाधन श्री असीम मार्कण्डेय तथा जलदाय विभाग के वित्तीय सलाहकार एवं चीफ एकाउंट ऑफिसर श्री ललित वर्मा ने भाग लिया। आरडब्ल्यूएसएसएमबी के सचिव श्री केडी गुप्ता ने बैठक की कार्यवाही का संचालन किया। सम्बंधित मुख्य अभियंताओं ने एजेंडा के बारे में अपना प्रस्तुतीकरण दिया।
