बीकानेर : फल,सब्जी, किराना और दूध की दुकानों के सम्बंध में जिला मजिस्ट्रेट ने जारी किए आदेश
बीकानेर@जागरूक जनता । जिला मजिस्ट्रेट नमित मेहता ने दंड प्रक्रिया संहिता की धारा 144 में प्रदत्त शक्तियों का अनुप्रयोग करते हुए फल, सब्जी, किराना और दूध की दुकानों हेतु विभिन्न आदेश पारित किए हैं। कोटगेट, फड़ बाजार, बड़ा बाजार तथा डागा बिल्डिंग सब्जी मंडी की दुकानें तथा इनके अलावा अन्य मंडी अथवा स्थान, जहां पर फल-सब्जी की दुकानें समूह के रूप में लगती है तथा अत्यधिक भीड़ भाड़ हो जाती है, वहां संबंधित एरिया मजिस्ट्रेट एवं वृताधिकारी पुलिस अथवा थानाधिकारी, संबंधित मंडी अथवा स्थान के फल सब्जी विक्रेताओं और प्रतिनिधियों के साथ यथासंभव समन्वय स्थापित कर इस प्रकार से प्लान बनाएंगे कि उक्त मंडी अथवा स्थान पर एक दिन में 50 प्रतिशत से ज्यादा दुकानें नहीं लगें। इसमें चाहें तो प्लान ए-बी के अनुसार दुकानें खुलवाने यानि एक दिन में ए श्रेणी की दुकानें अथवा दूसरे दिन में बी श्रेणी की दुकानें खोलने हेतु अनुमति कर सकेंगे अथवा अन्य व्यवस्था भी लागू की जा सकेगी, जिससे 1 दिन में पचास प्रतिशत से अधिक दुकानें नहीं खुलें। फल-सब्जी मंडी अथवा स्थान के ठेले,रेडी आदि मंडी में खड़े नहीं रहेंगे। वे घूम-घूमकर मूवमेंट में रहकर डोर-टू-डोर डिलीवरी करेंगे, जिससे मंडी अथवा स्थान पर भीड़ भाड़ ना हो। हर हाल में यह सुनिश्चित किया जाएगा कि किसी प्रकार से कोविड-19 के संदर्भ में जारी गाइडलाइन का उल्लंघन नहीं हो।
*किराने की दुकानों के लिए भी रहेगी यही व्यवस्था*
इसी प्रकार किराने की दुकानों के संबंध में भी यही व्यवस्था की जाएगी, की यदि किसी स्थान पर समूह के रूप में किराने की दुकानें लगती हैं, तो उन्हें प्लान ए-बी के आधार पर खोला जाएगा। यथासंभव किराने की दुकानदार होम डिलीवरी करेंगे। होम डिलीवरी किसी कारण से संभव ना हो तो संबंधित ग्राहक से टेलीफोन अथवा मोबाइल के माध्यम से उसका सामान नोट करके ग्राहक के पहुंचने से पहले पैक करके रखेंगे ताकि अविलंब ग्राहक को आते ही उसका सामान मिल सके जिससे अनावश्यक भीड़ ना हो।
*तम्बाकू और गुटखा बेचा तो होगी कार्यवाही*
फल,सब्जी, किराना और दूध की दुकानों के खुलने और बंद होने का समय गृह विभाग की गाइडलाइन के अनुसार ही रहेगा। सभी फल,सब्जी, किराना और दूध के दुकानदारों को कोविड-19 के संदर्भ में जारी गाइडलान मास्क, सैनिटाइजर और सोशल डिस्टेंसिंग की पूर्ण रूप से पालना करनी होगी तथा दुकानों के बाहर सोशल डिस्टेंसिंग की पालना हेतु 6 फुट की दूरी पर सफेद गोल घेरे बनाने होंगे। एक समय में अधिकतम 3 व्यक्ति ही अनुमत होंगे। इन निर्देशों की अवहेलना पाए जाने पर संबंधित दुकान को अनुशासन पखवाड़े की अवधि तक के लिए सीज कर दिया। जाएगा किरण और दूध की दुकानों पर अन्य प्रतिबंधित वस्तुएं जैसे तंबाकू, गुटखा आदि का विक्रय पाया जाएगा तो नियमानुसार सख्त कार्रवाई की जाएगी। उक्त व्यवस्था में किसी भी प्रकार की समस्या के निवारण के संबंध में संबंधित एरिया मजिस्ट्रेट अथवा संबंधित वृताधिकारी पुलिस या थानाधिकारी द्वारा संयुक्त रूप से लिया गया निर्णय अंतिम होगा। साथ ही राज्य सरकार द्वारा समय-समय पर जारी गाइडलाइन भी प्रभावी रहेगी।
