जयपुर@जागरूक जनता । राज्य सरकार ने प्रदेश में कोविड -19 महामारी के संक्रमण की दूसरी लहर के प्रसार की श्रृंखला को तोड़ने के उद्देश्य से विभिन्न बाजार, कार्यस्थल, व्यावसायिक, निजी एवं सार्वजनिक गतिविधियों आदि के लिए प्रतिबंधात्मक उपायों में अधिक कड़ाई करने का निर्णय लिया है । इसके तहत 16 अप्रैल से 30 अप्रैल तक पूरे राज्य में सायं 6 बजे से प्रातः 5 बजे तक रात्रिकालीन कर्फ्यू ‘ रहेगा । मुख्यमंत्री अशोक गहलोत की अध्यक्षता में हुई एक उच्च स्तरीय बैठक में निर्णय के बाद गृह विभाग ने इस संबंध में आदेश जारी किए । आदेश के अनुसार, कर्फ्यू की प्रभावी अनुपालना के क्रम में बाजार एवं व्यावसायिक प्रतिष्ठान सांय 5 बजे तथा राजकीय कार्यालय सायं 4 बजे तक बंद हो जाएंगे । यह समयावधि अनिवार्य, आपातकालीन एवं स्वास्थ्य सेवाओं, कोविड मैनेजमेंट से संबंधित राजकीय कार्यालयों, निरंतर उत्पादन तथा रात्रिकालीन शिफ्ट वाली फैक्ट्रियों, दवा की दुकानों, आईटी कम्पनियों, विवाह समारोहों, बस, रेलवे और एयरपोर्ट से आने – जाने वाले यात्रीगण, माल परिवहन, लोडिंग – अनलोडिंग आदि में नियोजित लोगों पर लागू नहीं होगी । इस छूट के लिए अलग से पास की आवश्यकता नहीं होगी । इन्फोर्समेन्ट टीम को पहचान – पत्र, निमंत्रण – पत्र, यात्रा टिकट आदि दस्तावेज दिखाया जा सकेगा । गृह विभाग के आदेश के अनुसार , ग्रामीण क्षेत्रों में प्रतिबंधात्मक दिशा – निर्देशों तथा कोविड प्रोटोकॉल की अनुपालना के लिए पूर्व में आपदा प्रबंधन विभाग द्वारा गठित ग्राम पंचायत स्तरीय कोर ग्रुप को फिर से एक्टिवेट किया जाएगा । ये समितियां समझाइश और संवाद के माध्यम से होम आइसोलेशन और क्वारेंटाइन के नियमों के साथ – साथ सार्वजनिक स्थलों पर कोविड गाइडलाइन्स की पालना सुनिश्चित करवाने में स्थानीय प्रशासन का सहयोग करेंगी । जिला कलेक्टर आवश्यकतानुसार वर्क फ्रॉम होम ‘ याले सरकारी कार्मिकों की सेवाएं कोविड प्रबंधन कार्यों के लिए ले सकेंगे ।
नई गाइडलाइन्स में निम्नलिखित निर्देश भी जारी किए गए हैं :
• राज्य में 16 अप्रैल से 31 मई तक विवाह आदि निजी आयोजनों में आमंत्रित अतिथियों की संख्या 50 से अधिक नहीं होगी । इसके लिए उपखण्ड मजिस्ट्रेट को पूर्व सूचना देना आवश्यक होगा ।
• समारोह स्थल , मैरिज गार्डन आदि में कोरोना गाइडलाइन्स का उल्लंघन पाए जाने पर आयोजन स्थल को 7 दिन के लिए सीज किया जाएगा ।
• अंतिम संस्कार के लिए अनुमत व्यक्तियों की संख्या 20 से अधिक नहीं होगी । धार्मिक स्थलो पर केवल प्रबंधन द्वारा ही नियमित पूजा – अर्चना एवं इबादत की जा सकेगी । ऑनलाइन दर्शन की व्यवस्था जारी रह सकेगी । आमजन द्वारा पूजा – अर्चना, इबादत आदि घर पर ही रहकर की जाए ।
• फसल खरीद केन्द्रों एवं कृषि मण्डियों में फसलों का क्रय – विक्रय के दौरान कोविड नियमों की पालना सुनिश्चित की जाएगी । रेस्टोरेंट से होम डिलीवरी रात्रि 8 बजे तक तथा होटल में इन हाउस ‘ गेस्ट सर्विस अनुमत होगी । सार्वजनिक परिवहन में यात्रियों की संख्या थाहन की कुल क्षमता से 50 प्रतिशत तक ही रहेगी । राज्य के बाहर से आने वाले आगन्तुकों की बॉर्डर चेक पोस्ट पर थर्मल स्कीनिंग की जाएगी और आरटीपीसीआर नेगेटिव रिपोर्ट होने पर ही प्रवेश दिया जाएगा ।
• 100 से अधिक कार्मिकों की संख्या वाले कार्यालयों में उपस्थिति 50 प्रतिशत रहेगी तथा शेष 50 प्रतिशत कार्मिकों को वर्क फ्रॉम होम ( घर से कार्य ) कर सकेंगे ।
• कार्यस्थल पर किसी कार्मिक के कोविड पॉजिटिव पाए जाने पर कार्यालय कक्ष को 72 घंटे के लिए बंद किया जाएगा ।
• ग्रामीण एवं शहरी क्षेत्र में धार्मिक मेलों, उत्सवों, जुलूस आदि पर रोक ।
• समस्त शैक्षणिक एवं कोचिंग संस्थाएं तथा लाइब्रेरी आदि बंद रहेगी । दसवी एवं 12 वीं की परीक्षाओं अथवा प्रायोगिक परीक्षाओं से संबंधित गतिविधियों पर रोक रहेगी ।
• गंभीर बीमारियों से पीड़ित व्यक्तियों , 60 वर्ष या उससे अधिक आयु के वरिष्ठजनों गर्भवती महिलाओं एवं 10 वर्ष से कम उम्र के बच्चों को केवल अपरिहार्य परिस्थितियों में ही घर से बाहर निकलने की अनुमति होगी । उक्त आदेश 16 अप्रेल से प्रभावी होंगे ।
