पिछले साल नवंबर में केंद्र सरकार ने पेट्रोल और डीजल पर उत्पाद शुल्क में 5 और 10 रुपये की कटौती की थी। इसके बाद ज्यादातर बीजेपी शासित राज्यों ने भी वैट में कटौती की थी। मई में फिर से केंद्र ने उत्पाद शुल्क में कटौती की घोषणा की थी। इस दौरान भी उत्तर प्रदेश जैसे राज्यों ने वैट को और कम कर दिया जिससे वहां पेट्रोल और डीजल की कीमतों में कमी आई।
हालांकि, विपक्ष शासित राज्यों ने ऐसा नहीं किया। खुद प्रधानमंत्री मोदी ने विपक्ष शासित राज्यों से लोगों को राहत देने के वास्ते ईंधन पर वैट में कटौती का सुझाव दिया था। इन राज्यों ने पहले भी यह कहते हुए मना कर दिया था कि इससे उनके राजस्व पर भारी नकारात्मक प्रभाव पड़ेगा।
