आधार से जुड़ेगा वोटर कार्ड
नई दिल्ली। केंद्रीय मंत्रिमंडल ने बुधवार को दो बड़े सुधारों से जुड़े विधेयकों को मंजूरी दे दी। पहला बड़ा सुधार लड़कियों के विवाह की उम्र से जुड़ा है। कैबिनेट ने लड़कों और लड़कियों के लिए विवाह की न्यूनतम उम्र एक समान, यानी 21 वर्ष करने के विधेयक को मंजूरी दे दी है। यह कानून लागू हुआ तो सभी धर्मों और वर्गों में लड़कियों के विवाह की न्यूनतम उम्र बदल जाएगी। वहीं, चुनाव सुधारों से जुड़े विधेयक को भी मंजूरी दे दी गई है।
इस विधेयक के संसद से पास होने पर वोटर ID को आधार कार्ड से जोड़ने के साथ ही नए वोटरों को रजिस्ट्रेशन के ज्यादा मौके मिलेंगे। माना जा रहा है कि ये दोनों विधेयक संसद के मौजूदा सत्र में ही पेश किए जाएंगे। यह दोनों ही सुधार अपने आप में क्रांतिकारी माने जा रहे हैं। लड़कियों और लड़कों के विवाह की न्यूनतम उम्र एक समान करने की घोषणा प्रधानमंत्री नरेंद्र मोदी ने 2020 में लालकिले से अपने संबोधन के दौरान की थी। वहीं, चुनाव सुधारों का मुद्दा चुनाव आयोग काफी समय से उठाता आ रहा है।

लड़कियों के विवाह की न्यूनतम उम्र पर विचार के लिए जया जेटली की अध्यक्षता में एक टास्क फोर्स का गठन किया गया था जिसने अपनी रिपोर्ट पिछले साल दिसंबर में नीति आयोग को सुपुर्द की थी। टास्कफोर्स ने युवतियों की विवाह की उम्र बढ़ाकर 21 वर्ष करने का पूरा रोल आउट प्लान सौंपा था और इसे समान रूप से पूरे देश में सभी वर्गों पर लागू करने की मजबूत सिफारिश की है। मोदी सरकार के कार्यकाल में विवाह के संबंध यह दूसरा बड़ा सुधार है जो समान रूप से सभी धर्मों के लिए लागू होगा। इससे पहले NRI मैरिज को 30 दिन के भीतर पंजीकृत कराने का बड़ा कदम उठाया गया।

10 सदस्यों की टास्क फोर्स ने देशभर के जाने-माने स्कॉलर्स, कानूनी विशेषज्ञों, नागरिक संगठनों के नेताओं से परामर्श किया। वेबिनार के जरिए देश में सीधे महिला प्रतिनिधियों से बातचीत कर रिपोर्ट को दिसंबर के अंतिम सप्ताह में सरकार के सुपुर्द कर दिया गया।
इससे पहले 1978 में हुआ था विवाह कानून में संशोधन
टास्क फोर्स ने शादी की उम्र समान 21 साल रखने को लेकर 4 कानूनों में संशोधनों की सिफारिश की है। युवतियों की न्यूनतम उम्र में आखिरी बदलाव 1978 में किया गया था और इसके लिए शारदा एक्ट 1929 में परिवर्तन कर उम्र 15 से 18 की गई थी।
18 से 21 वर्ष के बीच विवाह करने वाली लड़कियां 16 करोड़
UNICEF के अनुसार भारत में हर साल 15 लाख लड़कियों की शादी 18 साल से कम उम्र में हो होती है। जनगणना महापंजीयक के मुताबिक देश में 18 से 21 साल के बीच विवाह करने वाली युवतियों की संख्या करीब 16 करोड़ है।
आधार से जोड़ने की व्यवस्था अभी वैकल्पिक होगी
चुनाव आयोग ने मतदान पहचान पत्र को आधार से जोड़ने की सिफारिश की थी, ताकि मतदाता सूची को पारदर्शी और सटीक बनाया जा सके। फर्जी मतदाताओं या एक से अधिक जगह मतदाता सूची में दर्ज वोटरों को हटाने में भी मदद मिलेगी। चुनाव आयोग माइग्रेंट वर्करों को उनकी रिहायश के शहरों में वोट देने की मंशा रखता है और इससे यह कदम साकार हो सकेगा।
