नोखा शहर के लिए 126.81 करोड़ रूपये की सीवरेज व पेयजल परियोजना का अनुमोदन-जिला कलक्टर
बीकानेर@जागरूक जनता। नोखा शहर में आरयूआईडीपी के तहत 126.81 करोड़ रूपये की लागत से सीवरेज तथा पेयजल आपूर्ति के कार्यों के प्रस्ताव एशियन विकास बैंक को ऋण स्वीकृति तथा तकनीकी अनुमोदन के लिए भिजवाने के संबंध में जिला कलक्टर नमित मेहता की अध्यक्षता में सोमवार को कलेक्ट्रेट सभागार में बैठक आयोजित हुई।
बैठक में जिला कलक्टर नमित मेहता ने नोखा विधायक बिहारी लाल विश्नोई, नगर पालिका नोखा के अध्यक्ष नारायण झंवर, उपाध्यक्ष निर्मल भूरा, सार्वजनिक निर्माण विभाग के अधीक्षण अभियन्ता डी. पी.सोनी तथा आरयूआईडीपी के अधिशासी अभियन्ता अनुराग शर्मा सहित संबंधित विभागों के अधिकारियों से परियोजना के प्रस्तावों पर विस्तार से चर्चा करने के बाद इसमें आंशिक सुझावों को शामिल करने के पश्चात परियोजना का अनुमोदन किया।
जिला कलक्टर मेहता ने आरयूआईडीपी के अधिकारियों को निर्देश दिए कि नोखा शहर में सीवरेज कार्य के दौरान सुरक्षा के पूरे बंदोबस्त होने चाहिए। शहर में आवागमन सुचारू रहे इसके लिए सीवरेज के लिए खोदे गए गड्ढों को भरने तथा कटी गई सड़को के संधारण का काम साथ-साथ होना चाहिए। साथ कार्य के लिए खोदे गए खड्डो की सीटयुक्त बैरीकेट्स की जाए। उन्होंने कहा कि सीवरेज के इस परियोजना में सुरक्षा संबंधी सभी उपायों को परियोजना के खर्च में शामिल किया जाए।
नोखा विधायक बिहारी लाल विश्नोई और नगर पालिका अध्यक्ष नारायण झंवर ने सुझाव दिया कि परियोजना के संचालन एवं संधारण के खर्च, जो कि कार्य पूर्ण होने के पश्चात नगर पालिका द्वारा वहन किया जाना है, को परियोजना की ऋण राशि में शामिल किया जाए।
बैठक में पॉवर प्वाइंट प्रजेन्टेशन के माध्यम से अनुराग शर्मा ने बताया कि आरयूआईडीपी के चतुर्थ फेज में नोखा नगर पालिका क्षेत्र में परियोजना के तहत सीवरेज कार्य के लिए दो एसटीपी (सीवरेज ट्रीटमेंट प्लांट), एक पम्पिंग स्टेशन, आउटफाल सीवर तथा शोधित जल के उपयोग हेतु पम्पिंग स्टेशन, उच्च जलाशय तथा वितरण की पाइप लाइनों के कार्यों को शामिल किया गया है। नोखा के माडिया व चरकड़ा में एसटीपी (सीवेज ट्रीटमेंट प्लांट) बनाया जाएगा। नोखा शहर के बाहरी हिस्से, जहां वर्तमान में बसावट कम है, के सीवरेज का कवरेज एफ. एस. एम. (फैकल स्लज मैनेजमेंट) द्वारा किया जाएगा।
इसी प्रकार से पेयजल आपूर्ति कार्यों में पूरे नोखा शहर की पेयजल आपूर्ति की पाइप लाइनों को बदले जाने, नए भू-तल जलाशय के निर्माण तथा डीआई राइजिंग पाइप लाइनों को भी बदला जायेगा। इसके अलावा नोखा शहर के सभी जल उपभोक्ताओं के घरों के जल कनेक्शन बदले जाने का प्रावधान भी परियोजना में शामिल किया गया है। योजना में नोखा शहर में 24 घंटे पेयजल आपूर्ति की जानी प्रस्तावित है। शहर को 11 जोन में बांटा गया है। इन 11 जोन में से 6 जोन में उच्च जलाशय से जलापूर्ति तथा शेष 5 जोन में पेयजल आपूर्ति वी.एफ.डी (वेरिएबल फ्रीक्वेसी डिवाइस) के माध्यम से की जायेगी। वी. एफ. डी. सिस्टम में पेयजल जलापूर्ति के दौरान पंप जल मांग के अनुसार अपने-आप चालू-बंद होंगे।
उन्होंने बताया कि उक्त कार्यों की मॉनिटरिंग के लिए स्काडा मीटरिंग तथा सीवर मैनहोल के डिजिटाइजेशन का कार्य भी किया जाएगा। सभी कार्य पूर्ण होने के बाद 10 वर्षों तक संबंधित संवेदक (ठेकेदार) इनका संचालन एवं संधारण करेगा। आरयूआईडीपी के अधिशासी अभियन्ता अनुराग शर्मा ने बताया कि परियोजना के तहत उक्त कार्य में निर्माण की राशि 103.53 करोड़ रुपये का व्यय आरयूआईडीपी द्वारा एडीबी द्वारा प्रदत्त लोन राशि तथा संचालन संधारण की राशि 23.28 करोड़ रुपये का व्यय नगर पालिका नोखा द्वारा वहन किया जाएगा तथा निर्माण कार्य मार्च 2022 में प्रारंभ होना संभावित है।
