जयपुर@जागरूक जनता। राष्ट्रीय विधिक सेवा प्राधिकरण, नई दिल्ली के तत्वावधान में राजस्थान राज्य विधिक सेवा प्राधिकरण द्वारा वर्ष 2022 की प्रथम राष्ट्रीय लोक अदालत का शनिवार (12 मार्च) को राजस्थान उच्च न्यायालय, जोधपुर व जयपुर सहित राजस्थान प्रदेश के समस्त अधीनस्थ न्यायालयों, अधिकरणों, आयोगों, उपभोक्ता मंचों व राजस्व न्यायालयों में आयोजन किया गया।
राष्ट्रीय लोक अदालत का शुभारम्भ न्यायाधिपति श्री मनिन्द्र मोहन श्रीवास्तव, कार्यवाहक मुख्य न्यायाधीश, राजस्थान उच्च न्यायालय एवं मुख्य संरक्षक, राजस्थान राज्य विधिक सेवा प्राधिकरण, जयपुर द्वारा किया गया। इस शुभारम्भ कार्यक्रम में न्यायाधिपतिगण, सेवानिवृत्त न्यायाधिपतिगण, राजस्थान उच्च न्यायालय, सेवानिवृत्त जिला एवं सेशन न्यायाधीश, महाधिवक्ता, अतिरिक्त महाधिवक्तागण, रजिस्ट्री एवं राजस्थान राज्य विधिक सेवा प्राधिकरण के अधिकारीगण, राजस्थान उच्च न्यायालय बार एसोसिएशन के पदाधिकारीगण एवं विद्वान अधिवक्तागण, स्टाफ मेम्बर्स, के साथ-साथ पक्षकारान एवं विधि के विद्यार्थीगण भी उपस्थित रहे।
कार्यवाहक मुख्य न्यायाधिपति ने अपने स्वागत एवं परिचयात्मक उद्बोधन में बताया कि राष्ट्रीय लोक अदालत का आयोजन राजस्थान उच्च न्यायालय, जोधपुर व जयपुर पीठ, राजस्थान प्रदेश के समस्त अधीनस्थ न्यायालयों, अधिकरणों सहित कई नवीन न्यायालयों एवं अधिकरणों, जैसे कि राजस्व न्यायालयों, उपभोक्ता मंचों एवं अन्य प्रशासनिक अधिकरणों में भी किया जा रहा है। उन्होंने बताया कि इस राष्ट्रीय लोक अदालत में कुल 1047 बैंचों का गठन किया गया है, जिनमें राजस्थान उच्च न्यायालय, जोधपुर व जयपुर पीठ की क्रमशः 05 व 07 बैंच शामिल है।
इस राष्ट्रीय लोक अदालत में प्रि-लिटिगेशन मामलों के तहत धन वसूली के प्रकरण, टेलीफोन, बिजली व पानी के बिल से संबंधित प्रकरणों को भी रखा गया है। इसी प्रकार विभिन्न न्यायालयों में पहले से लंबित चले आ रहे प्रकरणों में धारा 138 परक्राम्य विलेख अधिनियम (एनआई एक्ट) के मामले, धन वसूली के मामले, मोटर वाहन दुर्घटना के मामले, वैवाहिक एवं भरण-पोषण के मामले (तलाक को छोड़कर), घरेलू हिंसा अधिनियम के मामले, श्रम एवं नियोजन संबंधित मामले, किरायेदार-मकान मालिक के मध्य लम्बित मामले एवं अन्य सिविल मामलों के अलावा दाण्डिक प्रकृति के राजीनामा योग्य मामलों तथा फौजदारी के लघु प्रकृति के राजीनामा योग्य मामलों को रखा गया।
इस बार बैंक एवं वित्तीय संस्थानों के साथ मिलकर विशेष प्री-काउंसलिंग अभियान का संचालन भी किया गया। पहली बार सम्पूर्ण राजस्थान के ग्रामीण एवं शहरी इलाकों में डोर स्टेप काउंसलिंग हेतु विशेष अभियान चलाया गया। इसके साथ ही जन सामान्य तक लोक अदालत के प्रचार-प्रसार हेतु राजस्थान राज्य विधिक सेवा प्राधिकरण द्वारा प्रिंट एवं इलेक्ट्रॉनिक मीडिया, सोशल मीडिया, कॉलर ट्यून, बल्क मैसेज, वॉइस फोन कॉल्स, एल-बैंड प्रसारण, वीडियो प्रसारण, मुख्य चौराहों पर वीडियो प्रसारण, साईकल/ऊंट रैली, प्रभात फेरी, रोडवेज बसों एवं अन्य परमिट बसों के अन्दर व बाहर पोस्टर प्रकाशन एवं मोबाईल वेन, इत्यादि के विशेष माध्यमों का उपयोग किया गया है।
वर्ष की इस प्रथम राष्ट्रीय लोक अदालत में राजस्थान उच्च न्यायालय जोधपुर व जयपुर के 1081 प्रकरण सहित सम्पूर्ण प्रदेश में कुल 2,05,579 प्रकरणों का लोक अदालत की भावना से जरिए राजीनामा निस्तारण किया गया, जिनमें 82,773 राजीनामा योग्य फौजदारी प्रकरण, 13,672 एन आई एक्ट प्रकरण, 3,711 एम.ए.सी.टी. प्रकरण, 21,359 राजस्व प्रकरण, 5,335 पारिवारिक विवाद व 5,338 अन्य दिवानी प्रकृति के विवाद शामिल हैं। राजीनामे के माध्यम से निस्तारित प्रकरणों में कुल 7,96,54,33,956/- रुपये के अवार्ड पारित किए गए।
